Santo Domingo – The President Luis Abinader He reaffirmed his government’s commitment to the fight against corruption on Monday, the transparency and consolidation of an ethical state and responsible, through the National Public Integrity Strategy (ENIP).
The president explained that the Attorney General’s Office (PGR) and the General Directorate of Government Ethics and Integrity (DIGEIG) coordinate the plan that seeks strengthen citizen trust and promote a culture of integrity throughout the public sector.
As part of this strategy, the campaign was launched “Protecting ours”accompanied by a portal for anonymous complaints: www.denunciaspepca.pg.gob.do.
The enip se centers in four pillars: corruption risk prevention; more open institutions and responsible; greater transparency and Accountability; and compliance with standards International Its implementation is organized in six Strategic axes:
Transparency and open government: Access to information, participatory processes and digital transformation.
Democratic quality: full elections, financing regulation politician and strengthening institutional.
Public administration and services: Professionalization, mandatory ethics and organizational culture that foster safe complaints.
Public-private hiring and alliances: Transparent purchases, prevention of conflicts of interest and equitable treatment to suppliers.
Control and control of public resources: Modernization of internal and external control mechanisms and technology monitoring.
Integrity in justice and fight against impunity: Protected Complaints System, Effective Criminal Persecution and Public Heritage Recovery.
For the first time in the history of the country, corruption is recognized as Autonomous crime In the Criminal Code (article 284), allowing to sanction all conduct that affects the assets of the State.
Among the planned sanctions include: prison of 3 to 10 years, disqualification to occupy positions public, Fund return, fines of up 60 minimum wages and criminal responsibility For legal persons, including confisloits and prohibition of hiring with the State.
The President Abinader stressed that the crimes contemplated include irregular hiring, peculation, embezzlement, concussionprevarication, coalition of officials, illicit enrichment, bribery, influence peddling and abuse of functions.
The implementation of the inip seeks to ensure that each act of corruption is sanctioned with rigor and transparencyreinforcing the confidence of citizenship in public institutions.
