Santo Domingo. – The president Luis Abinaderissued the Decree no. 84-26through which dismisses Franklin García Fermín as Minister of Higher Education, Science and Technology (MESCyT) and appoints in his place Rafael Santos Badiaas part of the process of institutional strengthening and improvement of public management.
The presidential provision designates Rafael Evaristo Santos Badía as minister of Higher Education, Science and Technology (MESCyT). Santos Badía was currently serving as general director of the INFOTEP. He has a degree in Law from University of the Third Age (UTE)technician in Administration of Cooperative Businesses by the UNPHUand has diplomas in Political Economy and Labor and Union Law from the UASDas well as in International Relations from the UTE.
Teacher and expert in the union sector and Dominican tripartism, he has extensive experience in the legislative, educational and social coordination fields. He was a deputy to the National Congress between 1990 and 1998, was a member of the Permanent Commission on Education of the Chamber of Deputies, participated in the Ten-Year Education Plan and has been a member of the governing bodies of INFOTEP and the teacher social security system. He is the author of the book “Thirty years of teacher unionism in the Dominican Republic” and has been recognized with the Order of Merit of Duarte, Sánchez and Mella, Knight degreeamong other distinctions.

They change the Comptroller of the Republic
The decree also establishes the designation of Geraldo Espinosa Pérez as Comptroller General of the Republic.
Espinosa has a degree in Accounting from the UASDwith a postgraduate specialty in Internal Taxes, a master’s degree in Financial Management, Public Budget and Fiscal Policy, and a master’s degree in Business Administration (MBA) with a concentration in Operations PUCMM. He has more than 24 years of experience in the public sector, standing out for the creation and promotion of important control systems, financial management and supervision of public spending.
The provision repeals previous decrees and articles linked to the now reassigned functions and was sent to the corresponding institutions for knowledge and execution, in accordance with the constitutional powers of the Executive Branch.
