Santo Domingo.-The president, Luis Abinaderannounced this Friday through its WhatsApp channel the appointment of Armando Paíno Henríquez as the new Minister of Environment and Natural Resources.
This appointment replaces Miguel Ceara Hatton, who held the position since July 2022 and previously served as Minister of Economy and Planning.
Ceara Hatton will be proposed to the National Social Security Council as Superintendent of Health and Occupational Risks, following the resignation of Dr. Jesús Feris Iglesias.

Paíno Henríquez is a lawyer with an outstanding career in both the private and public sectors. He holds a Master’s degree in International Commercial Law from the University of Manchester, England, a diploma in French Civilization from the Sorbonne University in Paris, and a Bachelor’s degree in Law from the Pontificia Universidad Católica Madre y Maestra (PUCMM) in the Dominican Republic.
In the private sector, he has more than 25 years of experience. He is a founding partner of Seibel & Henríquez, where he specializes in corporate law, business conflict resolution and crisis communication strategy since 2005. Previously, he was an associate attorney at Steel Hector Davis Peña Prieto & Gamundi (2001-2005) and worked at Pellerano & Herrera (1999-2000) and Russin Vecchi & Heredia Bonetti (1998-1999), focusing on foreign investment, intellectual property and litigation.
In the public sector, he has played a number of important roles. Since 2014, he has been a legal advisor to companies and public institutions. In 2016, he became External Legal Advisor to the Chamber of Deputies of the Dominican Republic. More recently, in 2021, he was appointed Executive Director of the Public-Private Trust for the Comprehensive Management of Solid Waste.
Paíno Henríquez is bilingual in English and Spanish, which allows him to function effectively in various international environments. His vast experience and solid academic background make him a leading figure in the legal and business fields of the Dominican Republic.
