In point 3 the project named; “Approving the agreement for the establishment of a conditional credit line for investment projects (…) for a total amount of up to US $ 20 million.”
The initiative basically consisted of an investment for supposed training programs in both the Ministry of Agriculture (MAG) and the Paraguayan Institute of Agrarian Technology (IPTA).

Édgar Acosta, a liberal national deputy, affirmed that although the investigations will contribute to improving a very sensitive area, he warned that the way a project is coming is not the best.
“It is a credit line of US $ 20 million that can reach US $ 80 million. We had invited the Minister of Agriculture to make an explanation, but he decided not to come and tell us what they will do with the remaining US $ 60 million ”, he questioned.
Credit expires on December 30. If it is not addressed again by that date, there will no longer be time to approve it next year.
Fights
The turning point during the debate occurred during the intervention of Kattya González, national deputy for the National Encounter party (PEN). The legislator described the new loan as a “silver je’u” (money swallowed in Guaraní).
“The great heroes who vote in favor of impunity are contradictorily concerned. The true truth for the public to understand is that the US $ 20 million has possibly already been embezzled and with this they want to launder ”, he accused.
He warned citizens that the loan will not be used for training as advertised, but rather to buy elections.
“What matters is that you have a majority. As if that builds a democratic system. The Executive disrespected the citizens. They saved Hugo Javier and they did not care despite the fact that this corruption shatters the intellectual capacity of a country, but now they worry about training at the MAG ”, he shot.
The reason they closed his microphone was for accusing his Colorado colleagues of being hypocritical. Claiming that in these three months “he will rest from those hypocritical speeches.”

In the face of harsh criticism, the Colorado deputies did not remain silent. Hugo Ramírez asked the chairman of the board Ángel Paniagua to re-enable the microphone for González to “continue his theater.”
Jamín Narváez, a pro-government deputy, also went to the crossing, but his comments could not be understood on the television broadcast.
Given the situation, Basilio “Bachi” Núñez, announced that the bench of Honor Colorado was withdrawing from the session “due to embarrassment.” It was followed by the bench of the PEN of the same González.
Finally, Sebastián García, PPQ national deputy, said that “the loan is to keep stealing.” With this, Patria Querida was also absent from the meeting room, specifying the lack of the necessary quorum.
