Dear Yolanda and dear Alberto, dear colleagues: (Vice President of the Spanish Government and Minister of Consumer Affairs of the Spanish Government)
I hope you are well. I am writing to you as a historian specializing in American History, a professor at the Pablo de Olavide University in Seville, and a supporter of the communist party and the united left for more than 40 years.
I have just returned from the National Congress of History that has been held in La Guaira, Venezuela. Thousands of people interested in history, some people from the town and some, Venezuelan and international historians and others, have attended the intense and fruitful sessions that took place between Wednesday, April 6 and Friday, April 8, just last week.
It had been 20 years since I had the opportunity to return to Venezuela and I have seen a thriving society that, despite all the difficulties imposed by the blockade, is determined to continue along the path that it has freely chosen, and that is committed to the development of the country through education. It is very difficult for a historian to be able to convey to you the enormous pride and satisfaction that I have had in seeing congresses open to all citizens, that did not remain only in the exclusive and exclusionary academic navel-gazing, and that the people made them their own and intervened and participated with his own construction of History. A history endorsed, moreover, from the presidency of the republic, present at the closing act of the congress and promoter of measures that will be decisive in reinforcing historical science in all of the country’s sciences.
Citizens, some of whom I knew, and others and others that I have met and who have told me, at the same time that I personally verified, the efforts of the Venezuelan government to defend culture and provide its people, the most disadvantaged sectors, with decent housing built with the scarce resources that the country currently has. By the way, with 97% of construction materials already generated by the country itself, and with a percentage of that 3% (while Spain continues with its strict blockade), made up of Italian materials (porcelain flooring

Yolanda, Alberto: From Spain we continue to participate in an ignominious blockade of which we are jointly responsible and participate, and which affects, first of all, the poorest Venezuelan population. Submissiveness, conformity with the decisions of the United States and the lack of a voice of our own in our international relations always make us an irrelevant and expendable country in the international arena. An inveterate follow-on that we hide now under the decisions taken by the European Union, when we know that there are countries that continue, despite everything, maintaining and proactively exercising particular opinions and policies within the EU that contradict the general decisions, but benefit their particular interests.
That, furthermore, with a shared history, with such deep ties, and that we do not even have a project or a perspective of our own in the construction of our relations with Latin America, is something that has neither justification nor excuse. The Bolivarian government is a legitimate government, accredited by the international organizations that have participated in the different electoral processes and endorsed in his election, by our former president José Luis Rodríguez Zapatero, who I believe (and has demonstrated with the reform of article 135 of the constitution), is free from any suspicion of being a radical leftist.
A government, the Bolivarian one, that has always been open to dialogue with the opposition, which has intensified it in recent months, and has even started talks with the United States in recent weeks. In the country, there has been a considerable recovery in the rate of foreign investment, particularly from Venezuelans living abroad, who already perceive the economic recovery, and who express their confidence in the future of the country. Similarly, this perception of recovery and political consensus is perceived in Venezuelans who are returning from different Latin American countries thanks to the repatriation plans of the Bolivarian government. that they will enter into negotiations that they will only consider valid if they benefit them financially? Not even from the communist party or from the united left can we endorse national or European initiatives that recover ties with Venezuela and fully reestablish diplomatic and economic relations?
I know that you are perfectly aware of this, but I want to take advantage of this email to remind you that power is not an end, but a means to achieve ideologically defined objectives, and that ideological decisions do not understand neither technocratic nor possibilistic reasons and that, more in In our case, decisions must be committed to and supported by our ideology. We must be explicitly supportive and always express our support for Spain’s relations with legitimate Latin American governments. Isn’t it paradoxical to have maintained full relations with Uribe Vélez despite the obvious demonstrations of his links with paramilitarism, and, at the same time, to have broken relations with a democratically elected government and recognize a self-proclaimed politician in a public square?
Hopefully you adopt an initiative to recover relations with Venezuela that at least, to some extent, amends the catastrophic recognition of Moroccan hegemony in Saharawi territory. Those of us who vote and will vote for the communist party will continue to do so for the party, for its history, out of necessity and for our commitment, not for its representatives. But hopefully we feel that in addition to the party, we elect some representatives with whom we feel ideologically, combatively and committed, perfectly identified.
