So far this year, the National Human Rights Commission (CNDH) has issued 55 ordinary recommendations, of which 85.45 percent have been aimed at the Mexican Social Security Institutes (IMSS) and to the security and social services of the State Workers (ISSSTE), mainly for violating rights to the protection of health, life, to the decent treatment, to equal security.
According to the National Human Rights Violation Alert System, of the total of 55, 31 have been issued to IMSS and 16 to the ISSSTE, while six were addressed to the Attorney General of the State of Veracruz (FGEV), and one to the Attorney General of the State of Nuevo León and the Secretariat of National Defense, respectively.
The case of the Veracruz Prosecutor’s Office is special, since they have been for their refusal to accept the recommendations made by the State Human Rights Commission. The CNDH stressed that the recurrence of not admitting these instruments violates fundamental human rights of the victims, in addition to leaving them in a position of legal defenselessness, generated by the institution that should give them certainty, truth and justice.
Therefore, he has urged the Prosecutor’s Office to comply with each and every one of the resolutions of the State and National Human Rights Commissions. In recommendation 38/2025, which originates the irregularities detected in the investigation of the disappearance of two people, the CNDH said that in case the refusal persists, a copy will be sent to its local counterpart, to request the legislature of that federative entity that the FGEV appears.
Regarding the recommendations for serious human rights violations, between January and April the CNDH has issued four: two of them were addressed to the Ministry of National Defense and the same amount to the Ministry of Citizen Security and Protection, for violations of the rights to integrity and personal security, the right to life, to legality and legal security.
