Former Supreme Court Justice Cesar Hinostroza Pariachi he would have escaped from Spain bound for a third European country. The Spanish National Police Fugitive Location Group he was unable to locate him at the Madrid address where he had been residing, when they arrived to enforce the search, location, capture and detention order for extradition to Peru.
The Spanish authorities immediately launched a broader search operation, but have not been able to locate him until now. An unidentified source informed the Police that the former Peruvian magistrate traveled to Belgiumprobably with the aim of leaving the European Union.
Hinostroza would have left Madrid in a private vehicle by land, since No record has been found of her boarding a plane. The Spanish Police communicated a few hours ago to the Peruvian representatives in Madrid that Hinostroza is not located in that country.
On Thursday, June 28 last, the Spanish justice ordered the search, location, capture and admission to prison of César Hinostrozto proceed with his extradition to Peru. The former magistrate was in Madrid on provisional release pending extradition.
Cesar Hinostroza fled Peru in October 2018 for the CNM-Audios scandal involving him in the corruption network The White Necks of the Port made up of judges, prosecutors and lawyers who negotiated favors to fix judicial, criminal and civil proceedings, in addition to influencing the now-defunct National Council of the Magistracy.
After leaving Peru clandestinely, he was arrested in Madrid and spent six months in prison. In April 2019, the Criminal Chamber of the National Court of Spain granted him provisional freedomwhich included establishing a domicile in Spain, a ban on leaving Spanish territory, the withdrawal of his passport and the obligation to appear in court twice a week.
Hinostroza complied with all the measures until the legal doors to prevent his return to Peru were closed. Spanish judges approved two extradition requests and rejected one asylum request considering that the charges against him are well founded and that there was no political interest in his case.
The Spanish authorities reportedly complained to their Peruvian counterparts about the dissemination in Lima of the search and arrest warrant carried out over the weekend by the Peruvian Attorney General’s Office, before Hinostroza’s permanence in Spain was guaranteed. “The ad hoc prosecutor appointed to follow the extradition process abroad rushed out over the weekend to make news of the arrest warrant, but not to request measures to ensure his permanence in Spain,” said a source. of LaRepública.pe.
