Why doesn't the social security table advance?

the table of Social Security that works within the framework of the dialogue for the reforms continues without major advances due to the lack of well-structured proposals and because the same members of the space never finish reaching an agreement on specific points.

This Friday’s meeting began with the continuity of the theme of the last meeting, in which the members of the space favored a recomposition of the National Social Security Council (CNSS), considering that it is very broad.

In this sense, one of the proposals that were presented was made by Cesar Dargam, representative of business sectorwho pointed out that not all members attend the work commissions of the CNSS and that there is a very large representation of the various sectors.

Some of the members that, in the opinion of this sector, do not have to be represented at the government level are the Institute of Aid and Housing (Inavi) and the Central Bank.

Dargam’s presentation noted that there should be three members for workers and three for employers.

The proposal of business sector is that the criterion of tripartism be maintained, the composition of the council be reduced to nine members and that, in order to guarantee the participation of all sectors, the structure itself of the CNSS be thoroughly reviewed so that in each one of the instances there is an indicated representation.

In the space, several points were agreed on, on the reduction of the members of the CNSS from 16 to 10, that there are no commissions as was proposed last week, but rather technical instances and that it be established in the operating regulations of the Council.

Tripartism is one of the factors that should not be left out of the members of the CNSS, as agreed by the members of the thematic table of Social Security.

The proposal of Social sector was that a ministerial committee be established, including the Ministry of Economy, Planning and Development and also the Presidency.

Matías Bosch, representative of the Social sectorindicated that this committee that they propose is with the objective of working and guaranteeing the functioning of the CNSS with an instance of dialogue where the working class has its representation.

In that first part of the meeting, various proposals were presented that were discussed substantively and some of them reached a consensus, but there were cases where some of the members of the table raised their opposition.

Other proposals were made by the labor sector that representation in the CNSS be tripartism, which encompasses the labor, business and government sectors.

To the aforementioned proposal the business sector He proposed that there be three representatives from each of these sectors, while from the government sector it was proposed that instead of three there should be four representatives from that sector.

Likewise, other approaches were that the Ministry of Labor be the one that presides over the CNSS, that the Social sector be part of the council, that the Ministry of Economy and Planning be included and that in some way the superintendencies are also part of the council.

The moderator of the table submitted to consensus and dissent all the proposals that were presented this Friday, and several of the members of the space indicated that they did not agree with the way in which they were reviewed by him, which caused a small uproar.

In this sense, the Minister of Labor, Luis Miguel De Campswho heads the thematic table coordinated by the Economic and Social Council (ESC), interceded and explained each of the proposals and read the fundamental elements of all of them.

De Camps exhorted those present to express their consensus or disagreement on each of the points that were presented in order to move the discussions forward to avoid becoming stagnant, once again.

After two hours of meetings, the members present at the table did not reach any agreement and, instead, they requested a space of two weeks to review with the sectors that represent the proposals that were put on the table at this Friday’s meeting and bring a concrete proposal.
