Ecuador's Parliament asks president to clarify Pandora Papers issue

The motion presented by legislator Alejandro Jaramillo, of the Democratic Left, required the endorsement of 70 assembly members and managed to accumulate 82 votes in favor, while there were 33 negative and 20 abstentions.

«There is no social commotion, however, we have said that the president has to go to the National Assembly to give those answers to Ecuador, to the Ecuadorians (…), he must go to the plenary session of this National Assembly because there have been doubts and he can clear ”, he assured when presenting his order.

The proposed resolution consists of three articles, focused on the exhortation to the dignitary and on ordering the Comptroller General, the Attorney General’s Office, the Superintendency of Banks, the Internal Revenue Service and the Financial and Economic Analysis Unit to review Lasso’s accounts, equity interests, properties and tax returns related to Pandora Papers.

Third, the document indicates that the report and file prepared by the Constitutional Guarantees Commission be sent to those same bodies so that they can initiate the corresponding actions, if applicable, within the framework of their powers, and send them to the president of the legislature, Guadalupe Llori. the progress of the investigations within 30 days.

The final disposition was to notify the corresponding persons and entities.

Previously, no motions related to the filing of the report nor a request for Lasso’s dismissal for “serious political crisis and internal commotion”, related to the “Pandora Papers”, a study by the International Consortium of Investigative Journalists that released a list of figures linked to tax havens.

According to that report, Guillermo Lasso was related to 14 companies and got rid of at least a dozen in 2017, when he presented his second presidential candidacy.

The main dilemma is to define whether the president breached a law approved in popular consultation that same year, which prohibits nominees for dignities and public officials from having assets, capital or companies in countries considered tax havens.

Hours before the debate, the State Comptroller General decided to file a process open to the president, due to the alleged links with the Pandora Papers.
