The bench of Country advancesat the initiative of congressman Alexander Caveropresented a bill where he proposes that plenary sessions not be held at dawn.
It’s about the legislative initiative 2459/2021-CRwhich proposes to modify the Regulations of the Congress of the Republic to limit the hours of sessions and adds a paragraph in the following terms:
“No session may be held after 11:59 pm or before 7:00 am, except in cases where the urgency of the matter warrants it or prior agreement of the Board of Spokespersons”.
In the explanatory memorandum it is pointed out that the parliamentarians are questioned that “sessions behind the people’s back”a situation that is implausible because the Congress Regulations do not fully establish the schedule for the sessions of the Plenary and/or other commissions.
He refers that sometimes, due to the enormous workload of legislators in committees and in plenary, they are forced to meet until late at night, given the congestion of bills waiting to be approved in the queue.

“Thus, meeting until the wee hours of the morning achieves the exact opposite result of transparency”details when specifying that said action is perceived by the citizens as a “proceeding that is not very transparent and even surreptitious”.
“Only in extraordinary cases is meeting all night justified when there is a deadline to meet and it is strictly necessary to extend the debate. Such could be the case of the Budget Law for the Public Sector. Other examples may come from national emergencies, such as the El Niño Costero phenomenon that warranted the creation of an autonomous authority and was approved by Congress in 24 hours, which then sat in session until 6:00 a.m.”underlines.
“There are emergencies that require meetings at times when neither the press nor the population can be fully involved, but that decision should be made only as an exception and not as a general rule”he adds.
