Our media outlet published last Thursday that the Municipality of Acahay (Paraguarí) awarded Ladero Paraguayo SA a contract of G. 818 million. The firm managed to win the so-called tender; “Provision of School Lunch, Under the Modality of Food Prepared in Educational Institutions (Cooking) Pluriannual 2022-2023” with ID 410.637.

Aldo Lezcano, mayor of Acahay (Paraguarí – Alianza), expressed that they are unaware of the background that the company Ladero Paraguayo may have.
“What I know is that it is enabled normally. For this reason, the Comptroller’s Office is also endorsed by the Ministry of Education. If it were in irregular conditions, I understand that if they allow it, they would also be pimps of the irregularities”, he commented.
He stated that Ladero is enabled because the system allows him to participate.
“We don’t have a candle at the funeral. We call, respecting all regulations. It was the only company that showed up,” he stated.
Regarding the lack of the Specifications of Bases and Conditions (PBC) in the portal of the National Directorate of Public Procurement (DNCP), he affirmed that if everything is published in full as it corresponds.
“Here it was fulfilled to the letter. Our administration is not going to collude in a vyrorei. We wanted it to be fully complied with. We are even a little late because at the time the call was blocked at the Treasury. There was a change of authorities and we made complaints to be able to unlock. Right now, Ladero was elected because she was the only one to participate,” she commented.
He stated that years ago other companies were also selected. But his predecessors also awarded Ladero Paraguayo at the time.
“During my predecessor’s time, Ladero won several bids. And also in the time of the predecessor of my predecessor, ”he pointed out.
A total of 5 educational institutions will benefit from this call, benefiting more than 200 students. This is 60,588 servings. The contract will be multi-year, that is, it will last until next year.
“We first unlocked the Treasury. Then we go into the pre-bid process and then we move on. With this we can implement school lunch from the beginning of the year”, he mentioned.
Finally, he expressed that they have nothing to hide.
“Perhaps Acahay is the administration that has no objection. Until now we have enjoyed people’s congratulations because we are absolutely transparent because we want to get out of the traditional style. Our municipality has many needs.
