The Dominican Hydroelectric Generation Company (EGEHID) He highlighted the progress made in complying with the agreements with the families and owners affected by the construction of the Boca de los Ríos dam on the Guayubín River, in Santiago Rodríguez.
“These advances in the concretion and implementation of the agreement will allow, among other aspects, to relocate people in the terms planned and agreed with the community and local authorities, with the mediation of the Ministry of Economy, Planning and Development (MEPYD) », indicates in a press release.
The state company highlights that of the 85 affected by the displacement of homes, 22 have accepted the option of apartments, whose files have already been processed before the Ministry of Housing, while the remaining 63 are awaiting the definition of the land for their relocation.
“The EGEHID is in an active search and definition of the land that meets all the technical and legal specifications that a project of these characteristics implies”, establishes a document containing the compliance matrix of the Boca de Dam Construction Feasibility Agreement. the rivers.
A second agreement in the matrix, marked as “LITERAL B”, is related to the construction of aqueducts for the municipality of San Ignacio de Sabaneta, as well as for Villa Los Almácigos and El Pino.
As for the Sabaneta aqueduct, two alternatives are being designed and evaluated, while inter-institutional solutions are being considered for Villa Los Almácigos and El Pino. In all cases, the alternatives must be submitted to an evaluation of costs, execution times and intervention by other state institutions.
Regarding the appraisal of the properties of those affected and their improvements, significant progress has been recorded, since some 13,022 tasks of parcels for expropriation have been identified, which correspond to 302 parcels with 243 owners.
It is noteworthy that of the 302 parcels, 56 files have been paid, 37 have requested payments and 10 are in the payment process, while the expropriation process has not been initiated on 153 files and 46 are in various respective processes for succession clarification. or provision of missing documentation.
“It should be noted that the expropriation process carried out to date and already initiated by the EGEHID will continue, following the procedure issued for the land declared of public utility by decree 194-22, of April 18, 2022, contained in the Official Gazette 11065 of May 9, 2022, guarding in all circumstances the integrity of citizens as has been the non-negotiable practice until now.”
The agreement also contemplates the relocation of those affected on land with guaranteed irrigation for the establishment of agricultural and livestock projects, so that families can continue their productive activities.
In relation to this point, EGEHID is currently carrying out negotiations with the MEPYD, to verify the availability of land in the area with these characteristics.
Similarly, the agreement established the development of nurseries for endemic plants and other species so that, with the integration of the community and the Environmental Technical Table, the recovery of the dammed river basins is guaranteed.
Regarding the level of progress in this aspect, it is highlighted that “the process of forming the Basin Council in the area is in progress, which will oversee and manage these initiatives.”
In the same order, EGEHID, as responsible for the installation of the nurseries, already has an identified area and is in the process of building a nursery in the vicinity of the project.
