The Senate will seek to turn the tax relief bill into law next Thursdayintended to benefit monotributistas and self-employed workers, which has already been approved by Deputies and has the uniform support of all the blocks of the Upper House.
The initiative obtained an opinion last Thursday, less than a week after being approved in the lower house, during a brief meeting of the Budget and Finance Commission of the Senate.
there, both Both the ruling party and the opposition announced their support for the initiative.
However, from Together for Change they indicated that they will vote favorably in the vote in general and that they will demand some changes in their discussion in particular.
The most probable thing is that the Front of All will weigh its number, which reaches the necessary majority with the support of its allies, and the project will be converted into law without changes on the night of June 30, at the edge of the beginning of July, the month in which the new billing parameters should begin to run in the semi-annual recategorization.
The initiative aims to improve the situation of around 4.5 million monotributistas and more than 140,000 self-employed.
The project, originally presented by the president of the lower house, Sergio Massa, seeks, on the one hand, update the billing of monotributistas to prevent them from having to change categories and pay higher fees and, on the other, increase the deductions from earnings paid by employees who are in the self-employed category.
The changes add new benefits for the sectors with the lowest turnover and increase by 60% the maximum amount of the first four categories of the monotax, while in the first two -A and B- the payment of the tax component was eliminated.
The reforms implemented to the original project contemplate that the lowest categories of the monotax -A and B- do not pay the tax component, so the monthly fee will be $288 and $555 per month, respectively.
To give the measure progressiveness, this benefit will be for “pure” monotributists, that is, for those who do not have other income, whether from retirement, a dependency relationship, financial income or real estate rental.
The original opinion
According to the original opinion, the invoicing that each category of the monotax can reach will be as follows: Category A $748,382; Category B $1,112,459; Category $1,557,443; Category D $1,934,273; Category E $2,277,684.56; Category F $2,847,105.70; Category G $3,416,526.83; Category H $4,229,985.60; Category I $4,734,330.03; Category J $5,425,770.00; and Category K $6,019,594.89.
In this way, as specified, it will not include an increase in the monthly installments to be paid, but only an update of the maximum billing limits is sought so that the monotributistas do not have to jump to a larger scale, or be left out of the Simplified Regime .
The changes will have a positive impact on the economic situation of 4,498,419 monotax payers, of which 39% reside in the Buenos Aires Metropolitan Area (AMBA) and the remaining 61% in the rest of the country.
With regard to the self-employed, the project provides for 2 to 2.5 times the special deduction for the self-employed and triples that of new professionals.
The fiscal relief project will be the corollary of a special session that does not yet have a schedule but had been anticipated by the head of the Frente de Todos interbloc, José Mayans, at the time of signing the opinion.
“Our bloc will support the office as well as it came from Deputies. We need speed on the issue to alleviate the situation in these sectors. It has been a good proposal and there was an important consensus in Deputies. We had committed ourselves to immediate treatment. In such a way that this comes out next June 30,” said the pro-government legislator.
Meanwhile, the vice president of the Budget Commission, the radical Víctor Zimmermann, announced that Together for Change will support the project in general, but raised dissent in the treatment in particular.
“It is very important that we are dealing with an issue of this category. But the average sanction of Deputies only takes the Gross Income tax as a reference to categorize monotributists. And we propose that accrued rents also be included,” he stressed.
On Thursday the 30th, In addition to dealing with the tax relief bill, the Senate’s agenda also includes the debate on the law on Oncopediatrics and HIV and the creation of three national parksamong other issues.
