In Marcelo Ebrard’s administration, she was general director for care for the elderly. With Miguel Ángel Mancera she was head of the Social Development Secretariat, but after the 2015 elections where the PRD lost several mayoralties to Morena, Rosa Icela Rodriguez was removed from office and sent to the Rural Development Secretariat of the capital.
In 2018, the head of government Claudia Sheinbaum appointed her secretary of government until 2020, when she was called by President López Obrador to occupy the coordination of Ports and merchant marine of the SCT, later appointed Secretary of Security and Citizen Protection.

The mayor of Cuajimalpa expressed his intentions to compete for the head of government -either for the PRI or in alliance with the PAN, PRI and PRD- since he was campaigning for re-election in 2021.
A lawyer from the Anáhuac Norte University, Rubalcava Suárez also has studies at the Texas Infantry College.
He is the only mayor who has militated and held public office for the three parties that make up the “Va por México” alliance: With the PAN in 2000, he was part of the team of the PAN delegation chief in Álvaro Obregón, Luis Eduardo Zuno.

He has a degree and master’s degree in economics from the Autonomous Technological Institute of Mexico (ITAM) and has another master’s degree in public policy from Harvard University.
His career in public administration began in 2001 as coordinator of the social cabinet of the former governor of Michoacán, Lázaro Cárdenas Batel.
In 2006 he joined the cabinet of former PAN president Felipe Calderón as director of Diconsa and was later appointed in 2011 as secretary of health.
From 2012 to 2017, he was secretary of economic development for Mexico City in the cabinet of former head of government and current senator Miguel Ángel Mancera.
It is not the first time that he has sought the candidacy for the head of government, he also did so in 2017 through the coalition “for the CDMX to the Front” made up of the PAN, PRD and Citizen Movement, but lost to Alejandra Barrales who in turn once lost to Claudia Sheinbaum.
In recent days, Chertorivski held an interview in the Chamber of Deputies before the media and where he “uncovered” himself as a possible contender of his party for the head of government.
