Despite the fact that we are about to finish the first semester of the year, the budget advance of some public institutions is very deficient. Such is the case of Decentralized Províaswhich is an Executing Unit of the Ministry of Transport and Communications (MTC).
According to the friendly consultation portal of the Ministry of Economy and Finance, as of June 22, this institution has only disbursed 14.5% of the amount granted for this year. Its Modified Institutional Budget (PIM) exceeds S/1,600 million.
Meanwhile, the execution of investment projects, for which they have a PIM of a little more than S/1,200 million, only registers an advance of 10.8% up to the indicated date.
But that is not all, the general secretary of the Single Union of Decentralized Provías Workers (Sutraprovías), Juan Cabrera, stated in Successful that during Pedro Castillo’s administration the number of workers in this institution went from 250 to 700.

In this regard, former minister Milton von Hesse explained to this newspaper that the government “has seen Provías as political loot”, where it puts people who are not so appropriate for the position and far from having experience.
“In every public organization there is a Personnel Assignment Chart (CAP) in which the required positions are established, but it cannot be that there are more people than are considered there,” he commented.
Likewise, he pointed out that “more people does not mean a better job”, and that it has not been taken into account that public management requires personnel with experience, rigorous, honest and transparent academic training.
“Public management is totally different from private management. In addition, you need transparent, honest people to hold these positions”, he stressed.
In the same way, he commented that there has always been corruption in the MTC, but pointed out that “this contempt for professional experience” that is currently observed had not been seen.
On the other hand, he commented that this situation could affect investments in the sector and recalled that so far “it is not seen that they are investing in an emblematic work.”
For his part, the president of the Peruvian Chamber of Construction (Capeco), Jorge Zapata, told this newspaper that tripling the number of workers shows inefficiency on the part of an institution.
“In no public entity is it justified for the number of workers to grow so much. I don’t think there’s that much of a burden that justifies it,” he added.
For the representative of Capeco, it is necessary to make a change in the public contracting system that prevents corruption and that involves civil society.
