Minister of Planning estimates that census data will only be known in 2023

The Minister of Development Planning, Sergio Cusicanqui, appeared this Thursday before the Plurinational Legislative Assembly to defend the management that is being carried out in the face of the 2022 census. With the majority of the MAS in the Assembly, the interpellation did not pose great difficulties for the authority .

It was a short meeting but left numerous notes on the census which is scheduled for November 16. In just a few minutes he referred to the progress of the census ballot, the execution of the cognitive tests and the time it will take to know the census results.

“The final results will be known a year after the census has been carried out,” said Cusicanqui. That is to say, only from 2023 will it be possible to know the consolidated data. From his portfolio, he points out, mechanisms will be sought to “optimize transcription times.”

About the census ballot hopes to complete the questionnaire in “the next few days”. Already has a “98% progress” in its elaboration, affirms the minister. The first cognitive test has even been carried out, the purpose of which is to check the simple understanding of the questions.

By July the pilot test can be carried out of the census ballot, one of the most important steps towards the execution of the census.

The optimism expressed by the authority contrasts with the questions that come from the opposition. Community spokesperson in the Legislative Assembly, Carlos Alarcón, considers that “many doubts remain to resolve” regarding the census.

For the opponent, the questioning of the minister demonstrated the “lack of transparency in data related to the census”. He identified a second weakness linked to the “participation of subnational entities in the census process”. From these instances greater attention is demanded from the INE to know the advances and to be able to contribute to them.

The deputy was harder Marcelo Pedraza. For the legislator of CC, the delay in the delivery of the results can serve the MAS to “falsify the economic data” that the census collects and turn it into “an instrument for the electoral campaign” scheduled for 2024.

a discordant voice

The Governor of Chuquisaca, Damian Condorispoke about the progress of the census and proposed “postponing it until 2023”. It would be about taking advantage of the extra time to “join forces” and allow “comments to be taken into account and avoid confrontations.

Condori fears that issues such as the redistribution of seats or the distribution of resources become points of conflict that make the census unfeasible. The need to reach a prior agreement would be the main argument for extending the census execution time.
