The Senate approved the bill that seeks to include clubs and tobacco companies within the Obliged Subjects (SO) of anti-money laundering controls. It is about the project “That modifies articles 13, 25 and 28 of the law 1,015/97, “What prevents and represses the illicit acts destined to the legitimization of money or goods, modified by the law 3783/09 and the law 6797/ twenty-one”. It now goes to the Chamber of Deputies.
Antonio Buzarquis, a national deputy for the PLRA, and one of the promoters of the bill, described what was achieved by the Senate last Thursday as a “second round”.
“We are going to put much more pressure on those colleagues who voted against or who abstained or were absent. Since when we were dealing with the intervention of Guairá we reached 43 votes, but when we dealt with the issue of the tobacco companies we were left with 29. Evidently something happened. It seems that a lot of fuel ran through the chamber ”, he ironized.
NEW BOARD OF DIRECTORS
He reported that the planners decided to talk about this issue last Thursday night, and decided that the most prudent thing would be to deal with it only when the new board of directors, headed by the also liberal Carlos María López, takes office.
“We are days away from the assumption of the new board of directors where we believe that we have to put this on the agenda as one of the priority issues. As a challenge from the new board of directors because I have nothing against the current board of directors, but I don’t think they are determined to take this issue forward, ”he explained.
He argued that if the new board deals with the document, they will look for legislative strategies to reject it again and they are not willing to give that privilege.
The difference in whether the document is treated by one board of directors or the other is the following. If the board of directors led by Pedro Alliana (ANR) deals with it, puts the project in the last points of the ODD, it is very likely that the project will not be dealt with. Or they can stick in the first point as a pre-arranged situation.
Now the Chamber of Deputies needs 41 votes to reject the document. If they get that number of votes and return to the Senate, the Upper House needs 23 votes to be ratified. In case of obtaining them, it goes to the Executive. There, in that stadium, Abdo Benítez, President of the Republic, would be the one who should decide if he promulgates it or vetoes it.
