The Chamber of Deputies will again have an intense agenda of commissions next week to advance in the analysis of a set of projects that the ruling party hopes to debate in a special session scheduled for the last week of this month.
Parliamentary agenda for next week was analyzed in a meeting between President Alberto Fernández and the head of the block of deputies of the Frente de Todos, Germán Martínezwhere it was agreed to advance in the debate of the project that seeks to tax unexpected income, for which the legislator will seek to start the debates in commissions in the last week of this month.
In statements to El Destape Radio, Martínez said that “probably next Thursday or at the beginning of the next week the committee will begin to debate” the project to tax unexpected income and considered that, in his opinion, “many deputies are going to be willing to discuss what is happening in the world and how this has an impact on Argentina”.
“If we have a global look, we should see that there is a small group of companies that have an income only by price, not by productivity,” said Martínezpointing out that “what is produced by the collection of unexpected income goes to the co-participation mass and that is distributed with the provinces”.
He pointed out that, “perhaps, the specific allocation of the unexpected income funds can be debated, but there is a history such as with (resolution) 125. It was going to hospitals and schools and it was not enough for them to vote for it” and specified that it is “open up for discussion.”
Martínez specified that, “if it is not this week, in the next one I will begin to debate it,” although he clarified that next week is a short week in which it is difficult for legislators to reach Buenos Aires.
Topics to be discussed
Within the framework of the agenda planned for next week, the head of the ruling caucus did not rule out that next week the debate in committee on the reform project of the Council of the Judiciary.
The project, approved by the Senate, increases the number of members from 13 to 17 and creates four federal regions within the body, which will meet periodically in the interior of the countrywas already debated weeks ago in three plenary sessions of commissions, with the presence of guests.
On the other hand, the ruling party designed an intense agenda that includes advancing on Tuesday at 4:00 p.m. in a plenary session of the Budget, Industry, and Science and Technology commissions, with the opinion of the project of the Draft Law for the Promotion of the Development and Production of Modern Biotechnology and Nanotechnology.
The initiative, which has a broad consensus, extends until 2037 the validity of the tax benefits regime for industry and expands its scope to activities that incorporate nanotechnology, has the support of the UCR legislator, Facundo Manes, president of the Science Commission and Lower House Technology.
Then, at 5:30 p.m., the Budget Committee chaired by Carlos Heller will analyze the bill sent by the Senate that ensures patient access to comprehensive benefits on palliative care in the public, private and social security spheresas well as accompanying their families.
Meanwhile, on Wednesday, at 9 in the morning, the Disability Commission will meet and, at 1:00 p.m., a plenary session of General Legislation was convened together with the Budget to resume the debate on the bill sent by the Senate that creates a Fund National for the Cancellation of the Debt with the International Monetary Fund (IMF) with money evaded abroad, with the presence of new exhibitors.
After that debate, the same plenary of commissions will finally move forward with an opinion on the reform of the rental law, which includes tax incentives to improve the rental offer, since these measures must also be analyzed by the Budget commission .
For the same Wednesday, at 5:00 p.m., he was invited to present before the Agriculture Commission, which is chaired by the radical Ricardo Buryaile, the Minister of Agriculture, Julián Domínguez, to present about the different policies that his administration is carrying out and where it is estimated that he will respond concerns of the deputies about the situation of withholdings, in a meeting with an open agenda.
Meanwhile, on Thursday, the Mercosur commission will receive the High Representative of the European Union for Foreign Affairs and Security Policy and Vice President of the European Commission, Josep Borrell Fontelles, the Director of Management for the Americas at the European External Action Service , Javier Niño Pérez, who will address the theme “Mercosur-European Union Agreement: situation and perspective.
Then, at 11:30, The Commission for the Analysis and Follow-up of Tax and Social Security Regulations will meet to define the methodology and work planning of the body for this period.
The intention of the Front of All is to advance next week with a set of opinions so that they are in a position to be debated in the venue, in a special session, which would possibly be convened on Wednesday, June 29.
Among the issues that it hopes to include in this call are the extension of the promotion system with fiscal benefits to biotechnology and nanotechnology, the Buy Argentine Law, the National Fund for the Cancellation of Debt with the IMF, the reform to the rental law and, if it advances in committee that same week, it will also seek to include the project to tax unexpected rent.
