This Wednesday, June 15, the House of Representatives met to analyze the reports of the Investigative Commission referring to the “extension and justification of irregular licenses to the members of the National Federation of Secondary Education Teachers (FENAPES) by the Council of Secondary Education (CES) in the period 2015-2019”.

After more than 12 hours of debate, the two draft resolutions presented by the Researcher were put to the vote.

In this sense, the House of Representatives approved with official votes “to vindicate the instrument of the Investigative Commission as a mechanism of parliamentary control; establish that from the result of the complaint, actions, information studies, documentary and testimonial evidence added, the existence of irregularities, omissions and alleged wrongdoing by the CES and the leadership of FENAPES can be determined.

It was also decided to refer to the CODICEN all the actions of the Investigator in the event of possible administrative irregularities that may correspond; submit to the JUTEP all the actions of the Investigator; and send the actions of said Commission to the Attorney General’s Office.

The second draft resolution, which was presented in a minority by the Broad Front and did not prosper, stated that from the actions carried out by the Investigator, no elements have emerged that prove the existence of the extension and justification of irregular licenses to the members of FENAPES by of the CES, in the period 2015-2019.

Colorado deputy Felipe Schipani said that each of the statements made have been proven there were “administrative irregularities, omissions by the authorities and conduct by the union leadership and former high school officials with criminal overtones.”

For his part, Enzo Malán, a member of the Front, assured that there is an intention “not to seek the truth, but to attack or weaken the trade union organization.”

“We do not find elements that allow us to say that there were irregularities,” said the parliamentarian. He remarked that it is Secondary that has to elucidate the alleged irregularities.
