Law 726, which established the payment of Seniority Premium for Public Servants, was vetoed by Cortizo

Law 726, which established the creation of a Negotiable Certificate for the Payment of Seniority Premium of Public Servants (Ceppan) was vetoed by President Laurentino Cortizo, as it was considered inconvenient and unenforceable.

Through a six-page note, the president communicated to the president of the National Assembly, Crispiano Adames, about the objections he had found in the proposal, which were given after requesting an analysis of the initiative from the Ministry of Economy and Finance (MEF), the Attorney General’s Office, the National Bank of Panama, the Social Security Fund (CSS), the Savings Bank, and the General Directorate of Administrative Careers.

This initiative, promoted by the deputy Leandro Ávila, proposes to materialize the payment of the seniority premium to public servants through the creation of a negotiable certificate. However, Cortizo assured that “as the content of the proposal is drafted, its result would be none other than the impossibility of its application, since its conditions, terms, requirements and other essential elements for its effective execution are not defined ” .
