The Minister of Education, Edgar Pary, installed José Luis Gutiérrez on Wednesday as the new Vice Minister of Higher Education for Professional Training, replacing Aurea Balderrama, who denounced former Minister Adrián Quelca.
“We want to welcome our brother José Luis Gutiérrez to the Ministry of Education to fulfill the high and delicate functions that correspond to higher education. It is a great responsibility entrusted to our president Luis Arce. We are going to work in a coordinated way to respond to our public, ”said the minister, citing an institutional bulletin.

Pary outlined the challenges of the new authority, including ensuring transparency and debureaucratization in the admission processes of high schools.
“In the functions that he will perform, he must first assume the responsibility of guaranteeing a clean and transparent entrance examination of the young men and women who apply to the higher schools for teacher training,” he added.
Balderrama filed the criminal complaint against Quelca precisely for the case of “exam trafficking” that later cost him his position.
