Santo Domingo. – The director of the Community Technological Centers (CTC), Isidro Torres, stated that during his administration he has made the necessary corrections in terms of making the payroll and payment of employees and servers of that institution transparent, obeying instructions from various State institutions responsible for supervising and regulating the functioning of central government institutions in accordance with the precepts established in the law of public administration
He explained that as established by the Ministry of Public Administration (MAP), the Social Cabinet and the Comptroller General of the Republic, they have focused on eliminating categories such as “volunteers”, since these are not incorporated into the State organization chart.
“We have corrected anomalous situations, for example, in an illegal situation we had people who charged up to 2,500 pesos,” Torres said to illustrate a series of irregularities, and to explain that those procedures that have sometimes caused delays in payment to employees « volunteers”
In this sense, he affirmed that they had to work seriously and thoroughly to start a whole process to make transparent the labor situation of volunteer employees and day laborers, “because if a citizen is transferred from the State, and an employment relationship is established, comply with the law,” the official said.
He described as unacceptable that a person was earning a salary of 2,500 pesos, and revealed that there were centers with 22 people who appeared on the payroll, which is why they proceeded to reduce them and left only eight who were really doing a job, and who They went from being “volunteers” to permanent employees with all the rights established by the State.
Torres assured that these people are currently appointed with a decent salary between 10,000 and 11,000 pesos, which represents a conquest of this government in favor of these servers; He also pointed out the case of the teaching facilitators who in the previous management earned 4,500 pesos and today earn salaries of 15 thousand pesos.
“President Abinader understands that the human being must be valued and that if he is an employee he must be well rewarded so that he works with greater motivation. Correcting this caused that for three months they had a certain slowness in the payment of the salaries of these people, “said Torres.
However, he said they are complying with the commitments mandated by law, for which almost 7 million pesos have already been paid to cover the debt owed to former volunteer employees, and that today it can be said that they are payroll collaborators. fixed those who were previously called volunteers.
The official established that the level of transparency with which the processes are handled in the CTC is such, that previously there were several payrolls that did not allow control by the corresponding agencies, and that today there is only one payroll, so the Comptroller’s Office, the Budget Directorate, Social Cabinet and the MAP, can perfectly know who gets paid there and how.
Within the framework of the reorganization process and to make payroll management transparent in the CTCs, it was revealed that a payment of 7,232,000.00 was estimated for 564 people (day laborers and volunteers), of which 6,941,000.00 were paid to 441 people. Around 131 people were not paid due to double payroll and signature errors.
“Let the Dominican people, and in particular the users, have no doubt that here at the CTC every penny is handled with transparency and those who work are treated with dignity and are paid with the greatest fairness and equity possible,” Torres said.
He maintained that he will continue working to improve the quality of the services offered by the institution and contribute to the strengthening of the entity’s training program and will promote greater inclusion and facilitate human development in a more equal, equitable and progressive manner.
