Among the exceptions contemplated in this new regulation that will apply to the entire national territory are spouses, children or siblings, people with disabilities, older adults, women and children under 12 years of age.
During a press conference held at the Carondelet presidential palace, the Minister of the Government, Francisco Jiménez, assured, according to the Spanish agency, that “both the vast majority of murders, some under the modality of contract killings, as well as common robberies, are perpetrated with two people on a motorcycle.
According to the data offered by Jiménez, 30% of the crimes that occur in Quito occur with two people on a motorcycle and in the port city of Guayaquil, the second most populous in the country, this percentage reaches 60%. Meanwhile, in Esmeraldas, capital of the province of the same name located on the north coast, 77% of the murders take place under the same modality.
Likewise, the director of the ANT, Adrián Castro, pointed out that since the beginning of the year there have been more than 6,000 crimes committed by two people on board a motorcycle, including 220 violent deaths.
This prohibition will come into force once the regulation is published in the Official Registry, which leaves open the possibility for municipal transit agencies to establish additional restrictions such as schedules, “based on their statistics and reality,” Castro said.
For his part, the Minister of Transportation and Public Works, Marcelo Cabrera, recalled that in the country they estimate that there are some 85,000 fraudulent licenses, so “the control of licenses for those who drive motorcycles in the country will also be extreme,” he cites the agency.
