In Villavicencio, Gabriel Munevar, a driver of inter-municipal buses, was chained to the ICBF gate for several hours to demand that they inform him where and how his 7-year-old daughter is, whom they transferred for a process of restitution of rights « with deceptions ».

Even the Municipal Attorney that heard the case, is reviewing and would have pointed out alleged irregularities.

In these cases, the ICBF does not deliver a public report because she is a minor and they point out, “her rights cannot be violated.”

However, given that there are several similar complaints, citizens demand that the authorities speak about these events, what is happening with these minors and how these foster homes are working.

Munevar, has already given other times to protest to Family Welfare and the Family Police Station, and he has not been the only one, other families have joined his ‘fight’

Shots in the air

This mess was unleashed when on October 8, in the middle of a celebration at the child’s maternal home, her stepfather – a police patrolman – fired shots in the air, wounding his 12-year-old stepdaughter.

When Munevar learned of this situation, he went to the authorities of the Family Police Station to request custody of his daughter.

There, they point out, they treated him and asked him to take the girl.

When he went with his daughter Paula, they left her there for her rights restitution process, “they said she couldn’t be with her mother or her father.”

However, they did not give it to any other family member, neither paternal nor maternal.

The issue is that Munevar, a neighbor and an aunt of the girl called him drunk and irresponsible. And the mother would not have accepted that the child will be left in the hands of an uncle while the whole mess is resolved.

This generated a whole conflict of interest, which led the minor out of her home and until now, it is unknown where and who has it.

They have not been allowed to visit her, nor a call, nor a video “nothing to see how she is or anything,” Munevar denounces.

Other complaints

Their situation is not the only one, many parents are currently going through processes in the ICBF, with Family Police Stations and in complex courts, denouncing abuse of power, irregular procedures.

For their part, the institutions must review the environment of the children and adolescents, receive complaints but also evaluate the other parties.

For families, the most dramatic thing about these processes is not hearing from their little ones for weeks. They are not allowed calls, see them, nothing.
