In the Congress of the Republic, a law was approved that brings some important changes in road matters, Law 2161 of November 26, 2021.
One of the main characteristics of this new law is that drivers will be able to have a 10% discount on the value of the SOAT if they have performed well in the years 2020 and 2021.
The discount will be applied to those who did not present accidents and who renewed the SOAT policy before its expiration date.
The new law brings with it an important modification in the way traffic accidents are dealt with in which injured people do not show up.
Changes for attend accidents
According to the new law, vehicles involved in traffic accidents in which only damage to objects or animals are present, will be immediately removed from the road so as not to obstruct traffic.
In these cases, those involved in the accident may reconcile through their insurers using technical or technological tools.
In the event that a driver refuses or opposes the removal of the vehicle, he may be penalized for “blocking the road” and the fine will have an economic cost that exceeds 440,000 Colombian pesos.
Vehicles may only remain on the road obstructing traffic when it is impossible to remove them. There, there will be no penalty for obstructing the road.
It is worth mentioning that the above only applies to those accidents in which there are no injured or deceased persons.
That is to say, “a document or sketch will not be required by the traffic authority and drivers will be able to make the necessary arrangements with their insurers, those in charge of carrying out all the documentation and adjusting their procedures,” explained William Vallejo, secretary of Mobility in Cali.
However, Article 13 (add Article 114-1 of Law 169 of 2002) establishes that if someone is involved is in a state of intoxication, the others can request that the vehicles not be removed until they are done. rigorous testing.
In Cali, for example, accidents have occurred in which the tests have not been possible because the drivers leave the site.

Finally, the law contemplates the deadlines for the expiration of driving licenses.
It is an extension for two years for all those driving licenses that expire between January 1 and 31, 2022.
