MRA commune adds irregular dismissals

The Municipality of Mariano Roque Alonso (MRA) irregularly fired five officials in the last six months. They join two officials who recently denounced irregular dismissals. A couple of weeks ago, another official was encouraged to denounce, totaling eight those affected.

The complainants are Juliana Soledad Santos Richardtz, Delia Graciela Richardtz, María Cristina Uliambre Ramírez, Fatima Patiño Quiñonez and María Cristina Uliambre Ramírez.

THE FIRST COMPLAINT
The first complaint for irregular dismissals was made by the official Margarita Silva, who had 26 years of seniority in the Municipality of Mariano Roque Alonso (MRA). It was terminated via resolution 229/2022 on March 17.

The commune decided to terminate its services by retiring it based on article 43 of Law 122/93 “Which unifies and updates Laws 740/78 and 1226/86, relating to the retirement and pension system for municipal staff.”

In other words, the official was automatically released when she went into retirement. However, the same Retirement Fund announced that it cannot accept the municipal resolution since these requests must be made individually by the same official or official.

This situation was suffered by more than five officials, but only two decided to claim, first, among them Margarita Silva and Gregorio Barreto.

IRREGULARITIES
The commune was denounced on more than one occasion for irregular management. The complainant is a resident named Ricardo Torres, a resident of the city and a member of the “Civil Association of Citizen Audit in Mariano Roque Alonso.”
Some of the irregularities denounced by it were the collections recorded in recent years. For example, last October, the municipality generated expenses higher than what was entered in cash.

The total income of the commune was G. 1,433 million. While expenses reached G. 1,858 million. That leaves a difference of G. 423 million. This same situation already occurred last August, where expenses (G. 2,143 million) exceeded income (G. 1,580 million), leaving a negative cash balance of G. 563 million.

“We see that all the collection generated by the municipality is destined to cover current expenses such as salaries, hired technical personnel and others. There are no resources left, to allocate capital expenditures such as improving the condition of our streets full of potholes, cleaning weeds in vacant lots, paving streets even with dirt and improving squares, ”he said at the time.
