Given the failure of Paraguay’s “uncompromising” position to maintain the Itaipu rate at USD 22.6, the possibility of an “intermediate” rate of USD 20.7 arises. The agreement is close according to ANDE and in such a case, Brazil would save 226 million dollars.
Engineer Fabián Cáceres, adviser to ANDE’s technical management, spoke about the implications of applying an intermediate rate at Itaipu, given the persistence of the lack of agreement between Brazil and Paraguay.
Our country once again asked to maintain the rate at USD 22.60 Kw/H and Brazil insisted on the application of Annex C, which implies a reduction to USD 18.95, due to the fall in the debt for the construction of the dam, which this year decreases at 600 million dollars.
However, the president of ANDE, Félix Sosa, revealed that this time an intermediate rate was discussed that supposedly benefits both.
“With 18.95 per energy purchase, Brazil saves 452 million dollars in 2022, if it lowers that intermediate rate of 20.7, then Brazil saves 226 million dollars,” explained the engineer in an interview with radio Universo 970 AM- Nación Media.
He warned that this lack of definition of the 2022 rate, which has been going on for six months, may represent a failure in the attempt to sell energy, since in the absence of an amount, it is impossible to offer the service.
“Our mistake was to raise the rate out of time and persist in the error, at that time they should have already realized that the situation was not favorable and change their strategy,” he said.
With the intermediate rate, ANDE will be guaranteed a reduction of 40 million dollars in the purchase of energy, in addition to the coverage of 140 million dollars for the agreement that contemplates infrastructure works. However, if the decrease to 18.95 is applied as Brazil intends, both items remain unfunded.
