Several teachers, public officials were used to invoice, since those affected confirmed to our media that they do not belong to the Palumbo companies.

A tender that cost the insured G. 73,364 million for sanitation tasks with the aim of keeping the pension in brilliant conditions, including all hygiene supplies for users, not only left much to be desired in the services, but it turns out that it went ahead with a lot of irregularities, shockingly evidenced by the “mau” cleaners that showed up.

Our media published days ago how they lengthened the payroll of employees with repeated names, others who appear with minimum contributions in social security, employees of other companies, etc. The verifications we carry out reveal repeated identities up to 5 times in the same form sent to the National Directorate of Public Procurement (DNCP).

Several “mau” are registered in the list presented by Alberto Palumbo’s companies, one bearing his name and the other called Poti SA. Among the personnel declared by the other provider, Cevima SA, of Claudio Escobar Brizuela, there are also several people with fewer months of contribution than what is established in the contract, according to the documents provided to us by the DNCP.

A filter that we carried out on the personnel forms provided to us by the DNCP reveals that of a total of 335 names declared by the firm Poti SA, 66 are repeated; 49 people appear with less than 9 contributions, which is the validity period of the contracting of the service and in theory all employees should enjoy social security as well as other benefits established in the Labor Code. From the monitoring it turns out that 69 people did not appear in the IPS Insured Consultation portal, 23 are insured by another company, 3 are public officials and 2 are insured, but as beneficiaries.

In the payroll of a total of 1,110, of which we analyzed 500, presented by the businessman Alberto Palumbo, there are 131 repeated names, 128 employees with less than 9 months of contribution by their sole proprietor in the IPS, 85 left blank when When submitting their documents to the insured portal, 25 of those declared are insured by other companies, 3 are public officials and 2 are beneficiaries, that is, they are not owners.

In the case of Cevima, 10 employees appear with less than 9 contributions, 26 jump blank, 1 insured by another company, 3 public officials and 2 retirees.

The IPS has the control system to verify if the officials who promised it in the contract are the ones who actually provide the cleaning service in the institution, but they ignore the situation to the point that when “mau” employees jump in the tender, They referred the case to the DNCP.

A fundamental piece of information is the validation of the award process by the evaluation committee. The members of the Bid Evaluation Commission made up of attorney Olga Cabañas, Gilberto Luraschi and attorney Alejandro Mendieta point out in their final report that the awarded suppliers, in this case Palumbo, Poti and Cevima, comply with all the documentation included in the forms of contracted personnel and payroll. This shows that the pension had the payroll of the contractors, which even generates more suspicion that the names of teachers and public officials within the lists have escaped them.

Lourdes Areco appears in number 87 of the personnel form submitted by Alberto Palumbo as a service provider in the IPS cleaning tender last year.

However, the woman appears as an insured of another cleaning company called MP Empreendimentos and has 58 months of contributions, that is, she has been with the aforementioned firm for almost 6 years.

Like several, Areco confirmed that he was in Alberto Palumbo’s company a few years ago, but that he has already disassociated himself. Asked if she had ever served in the IPS, she replied that she had not and that in fact she is in the Yacyretá Binational Entity.

Luz María Ayala Brítez has been working since November 2020 at the company Alimentos Especiales SA, better known commercially as Casa Rica. However, her name appears among the service providers of the cleaning contract in the IPS, presented by the Alberto Palumbo company when it was awarded in June 2021.

The person in charge of human resources of the company, Cristel Mereles, stated that Luz María Ayala Brítez has been working with them for 1 year 6 months. “He entered on November 19, 2020,” said the person in charge of personnel.

“I am very surprised” was the expression with which the professor from Curuguaty, Hermenegildo González Torres, began the conversation, when asked about his name on the list of personnel declared in the cleaning tender by Alberto Palumbo.

“I am a teacher, I have been teaching for 18 years. I am in the Taba’i school, in 7 Montes and in the Santa Librada School”. He consulted if he ever had contact with the Poti company or with Alberto Palumbo, emphatic sure: “never, sir.”

The teacher is one of the many who jumped on the list published on our website and who unfortunately have the unpleasant surprise of appearing there as a Palumbo cleaner, without being one.

Maximiliano Ruiz Samudio is a 23-year-old man who came into contact with our investigation team through an uncle of his who saw his name on the list of IPS cleaners. “It is my name, well, and I am appearing in that place, and people with my name are earning money. I am unemployed, and the truth is that it left me in shock, ”said the affected person in a telephone conversation. The young man said that he was not aware of the situation until his uncle followed our publication and commented on it. “I was not aware, but my uncle saw and verified. He saw that it was my name and said something is wrong here.”

The striking thing is that the young man’s name appears on the IPS insured portal with 9 months of contributions as if he were working in Alberto Palumbo’s company, a social security cleaning provider. “I have never worked for that man, neither have my parents, they are just insured by IPS, they never worked as cleaners,” he confirmed.
