The Congress approved sending to the archive this Wednesday the 25th the constitutional complaint filed against the former comptroller general of the Republic and former parliamentarian Edgar Alarcon for the alleged crime of fraudulent embezzlement by aggravated appropriation.
By 47 votes in favor, 0 against and 35 abstentions, the national representation dismissed the report of the Subcommission on Constitutional Accusations supported by its president, Rosío Torres (Alliance for Progress).
In his defense, the former congressman pointed to the former president Martin Vizcarra of acting in collusion with the former prosecutor of the Nation Zoraida Ávalos to be denounced. “My hands and my conscience are clean, my behavior was correct”he stated.

As recalled, Edgar Alarcon had been denounced by the then National Prosecutor, Zoraida Avalosfor the alleged crime of willful embezzlement by aggravated appropriation.
The charges attributed to Alarcón derive from a report from the institutional control body of the Comptroller General’s Office, which indicates that when he held various positions in that entity, authorized payments for services that were not rendered.
According to the Prosecutor’s Office, the damage caused to the State would amount to S/ 490,877, spread over S/ 32,417 in payments with petty cash resources, and S/ 458,460with the issuance of proof of payment.
In January 2021, Edgar Alarcon filed a brief before the parliamentary subcommittee, requiring that the case be archived, considering that the facts that are the subject of the complaint do not constitute a crime that can be attributed to him.
The then parliamentarian argued that the appeal filed against him by the National Prosecutor, “lacks objectivity and violates the principle of necessary imputation”.
As recalled, Edgar Alarcon was suspended in office until the constitutional accusation against him approved by Congress is resolved, for being the alleged perpetrator of the crime against the public administration, aggravated illicit enrichment, provided for and punished in article 401 of the Penal Code, to the detriment of the Condition.
