The Exporters Association (ADEX) sent a letter to the Ministry of Economy and Finance (MEF) requesting to prioritize the works, and the inclusion of others in the National Infrastructure and Competitiveness Plan (PNIC).
In the letter signed by the president of the union, Julio Pérez Alván, not only was it requested to integrate the working groups that support the identification of solutions to infrastructure problems, but also the need to prioritize a series of works in Callao was proposed. , Lima and Paita, in order to improve the flow of foreign trade and economic reactivation.
Exporters, importers and users consider the case of Callao a priority and urgent, as it faces serious congestion.
In this sense, ADEX pointed out that it is urgent to facilitate several alternative transit routes that guarantee fluidity and that it could be invested in simple works that need a smaller budget and in other more important ones with a greater impact.

“Entrepreneurs hope that measures will be implemented that will relieve us of cost overruns, especially those linked to energy, logistics, and transportation, which have worsened as a result of the global impact of the pandemic and the Russia-Ukraine war.”, he indicated.
Energy and transport proposal
Regarding energy, the business association proposed prioritizing the development of gas distribution, hydropower and wind projects in the main cities. He also maintained that he drew attention to the limitation in the supply of LPG gas.
In relation to transport logistics, and due to the cancellation of the unloading of ships as a result of tidal waves, he suggested investing in the installation of a berth within the northern breakwater of the port of Callao.
He indicated that another worrying issue is the severe congestion in land accesses to the port and airport of Callao, which has worsened since the end of 2021 and is estimated to last for at least two more years.
“This is due to the construction of Line 2 of the Metro (it reduced to a third the traffic capacity of entry and exit of both the port and the airport), as well as the expansion of the third DPWC berth, the construction of the second runway of landing and the new passenger terminal of LAP and others”, he mentioned.
Prioritize works in Callao and Paita
ADEX suggested prioritizing the execution of works in Callao, particularly those that have to do with alternate routes, as they will improve connectivity, help with decongestion and make logistics activity and foreign trade more competitive.
In the same way, he expressed his interest in starting or continuing large works such as the outer port in Callao –it will alleviate the chaos and congestion towards the port–; and in the Port of Paita, the expansion and improvement of the descent to the port and transfer of the truck control point to the upper part.

Along the same lines, the business association said that in Callao and Lima it is necessary to promote investments to build several bypasses in order to imperatively improve the connectivity of the port/outer port with the rest of Lima (direct road without cuts) and free the passage heavy transport from west to east and vice versa.
Also the truck corridor, necessary to connect the port-outport with the rest of Lima (direct road without cuts and congestion), the peri-urban corridor (start investment process in Proinversion), the northern peripheral road (it is urgent to prepare the good pro for this work) and the Santa Rosa bridge (access to the new passenger terminal at Jorge Chávez airport), among others.
He added that some complementary works that must be carried out are road interchanges, bypass routes and pedestrian bridges along the national road network.
“In Piura, the urgent need to attend to the flow of cargo through the new peripheral that goes from Chapaira-Piura to the North IIRSA must be taken into account, so cargo access must be resolved without complicating the district of Castilla.”, he pointed out.
