Faced with the distribution of prefectures between militants of Peru Libre (PL) and radical groups such as Conare-Movadef, denounced by Peru21, the former Ministers of the Interior Ruben Vargas Y Carlos Basombrio they proposed the elimination of said instances that – they denounced – have become in practice political operators in favor of the Constituent Assembly.
A report published by this newspaper revealed that in at least five regions, the Ministry of the Interior – the institution responsible for appointing these authorities – has placed individuals linked to Conare-Movadef, identified by the Police as one of the agencies generated by Luminous Path. This situation is registered in Áncash, Lima, Apurímac, Moquegua and Tacna.
In statements to Peru21, the former head of the Interior Rubén Vargas warned that the prefectures have always served as a “job center” for the governments of the day. “It is the decision and responsibility of the President of the Republic and the Minister of the Interior to appoint people with that profile, who belong to Movadef, Conare, groups linked to the Shining Path terrorist group. I asked, for Congress, whose functions include political control, isn’t that important? Designating as representatives of the presidential figure members of the political arm of a terrorist group, are we going to normalize that? Congress has to play its role faster and not allow this aberrant situation to continue to escalate and normalize itself, ”he claimed.
In this context, Vargas denounced that Parliament has assumed “an exasperatingly astonishing and phlegmatic attitude” and added that, at this juncture, it would do well to eliminate the prefectures that do not provide any service or benefit to the citizenry. “They are there as a job bank and this time taken over by characters who sympathize with extremist groups. Why do our taxes have to finance political operators of the extreme left? Sometimes democracy is too silly, ”he criticized.

Basombrío, meanwhile, maintained that the prefectures “are useless” and added that they have proven to be an “anachronism” that has “no real functions.” He recalled that during his management as deputy minister and minister of the interior, respectively, he was able to verify the high cost that these instances mean for the State in terms of salaries of the authorities, premises, vehicles, etc. and that it would exceed S / 100 million.
In this regard, he specified that it is not only prefects but also sub-prefects and local governors, all of whom receive remuneration.
“The prefectures have always been a partisan booty, it has been like this in all governments. In this case (of the government of Pedro Castillo), those who take the loot are, on the one hand, those from Peru Libre who advocate the Marxist, Leninist, communist, socialist, Cuban-style revolution, and, on the other hand, the Movadef, which is a remnant of Sendero Luminoso; that is very dangerous.
