UPP89 asks the CNE to present laws in favor of migrants that guarantee their political rights

Emilio Useche said that the Foreign Ministry could work in countries like Peru and Chile at the consular level to regulate migrants. In addition, he rejected from UPP89 that sanctions are still imposed on Venezuela from the United States, although he said he agreed with individual penalties.


The political scientist and deputy coordinator of UPP89, Emilio Useche, considers that the National Electoral Council (CNE) could be advancing the way of how to regularize Venezuelan migrants abroad in electoral matters, emphasizing the proposal that from the party in the who militates in this matter.

In an interview to Globovisión, Useche commented that since UPP89 there has been an initiative to reform the Human Mobility Law, since the current articles date from 1975 and need to be updated due to the new reality of the country. For this reason, he believes that it is a good time for it to be discussed and he puts it at the order of the CNE with the aim of being discussed and that the situation of migrants with respect to their political rights can be regularized.

He pointed out that according to the latest figures on migration, it is estimated that there are 7.3 million Venezuelans outside the country, which represents around 20% of the electoral roll. In that sense, he commented that these people have the right to participate in decision-making about the country’s destinies.

Emilio Useche warned that the majority of the migrant population is between 18 and 49 years of age, which in his opinion means that, in addition to being of voting age, they are the working population of any country and that they work to be able to send remittances to Venezuela.

In that sense, he considers that the current provisions of the CNE are violating the rights of migrants and believes that they want to take away his political rights. “This is evidence that the Venezuelan State continues on its path of not recognizing the diaspora and in a continuous regressive behavior with respect to Human Rights.”

He stressed that the UN refugee agency, Acnur, has said that in Colombia there are more than one million people regularized and that it is estimated that by August 2022 it will reach 1.8 million. He believes, therefore, that the statements made by the Vice President of the CNE, Enrique Márquez, are somewhat “inaccurate.”

He acknowledged that although Colombia does not currently have diplomatic relations with Venezuela, it does have one with Peru and there is a certain affinity with Chile. He then urged the Foreign Ministry to begin consular work in those countries to register Venezuelans and attend to migration.

He rejected what Márquez said about voting abroad and political agreements, stating that the main agreement already exists and is the Constitution. “Why back off and have to wait for them to agree?” he added.

On the other hand, the UPP89 representative rejected that sanctions are still being imposed on Venezuela from the United States because, in his opinion, they have not produced results and he gave the example of Cuba. However, he does agree with the penalties of an individual nature because he believes that there are things that should be investigated and that they will not be in our country due to institutional weakness.

He commented that his party has proposed a five-point roadmap baptized as “Country Consultation” in which he proposes that the opposition in full sign an “ethical pact”; the formation of a commission that facilitates the holding of primaries; travel the country and talk to people to build a good project and work on the issue of voting abroad.
