AN of Maduro approves express laws silencing opponents

The opposition in the 2020 AN asked to defer two of the points of the day that would be discussed this May 17: the discussion of the interpreters law and the debate on the investigation into the alleged claim of the 2015 AN deputy Juan Guaidó of attack against the ruler Nicolás Maduro. Both requests were denied and in both discussions the ruling party was paid and the change was given without dissent to stop them


The opposition in the National Assembly (AN) elected in the disputed December 2020 elections finds it expensive to be a minority. The bench was denied the “tantrums” and arguments that it presented before the plenary session of Parliament to request the postponement of two of the three points that would be debated in the chamber of sessions of the Federal Legislative Palace.

The first “no” was at the request of the opposition deputy Omar Ávila, who requested to defer the second discussion of the draft Organic Law on Interpreters.

“This is a law that dates back 66 years and that was regulated just 27 years ago. The 52 indigenous communities have not been consulted and this would create a vacuum », argued the parliamentarian from his seat.

Ávila’s allegation was refuted by his official peer María Gabriela Vega. “You never went to the meetings where we reviewed the bill. You must participate, claiming to be the voice of people with disabilities. I ask again that the discussion be given course », she emphasized.

After Vega’s fencing, Ávila’s request was scrapped. The AN approved the law with a qualified majority without any dissenting recommendation or questioning being taken into account.

The AN discussed the investigation in which the former president of the United States (USA) Donald Trump and the president of the Parliament elected in 2015, Juan Guaidó, are accused of trying to invade Venezuela and assassinate the ruler Nicolás Maduro.

The discussion took place despite requests from the opposition caucus to defer the point. The opposition deputy José Brito asked to postpone the discussion of the point due to the information about the resumption of talks between the government of Nicolás Maduro and the opposition sector led by Juan Guaidó, who is also recognized by the international community as the president in charge from the country.

The information, initially released by Reuters, was released simultaneously with the administration of President Joe Biden relaxing some sanctions.

Ricardo Sánchez, also from the PSUV, recycled the government’s conspiracy theories to feed the debate: among them the so-called “Operation Gideon” and until the early morning of April 30, 2019. Grecia Colmenares, from the same caucus, questioned the sovereignty of the opposition sectors who have called for sanctions for the nation. Deputy José Brito left the session chamber and did not use his right to speak.

Public defense law

The AN of 2020 approved the Public Defense Law in a second discussion, an instrument that would focus on the partial modification of article 12. It was discussed for the first time on May 12 and presented by Pedro Carreño, a parliamentarian who also proposed in that session that assign the judicial nominations committee the optional power to advance in the competitive examination for the selection of the Public Defender and their alternates.

In that same session, the National Assembly (AN) dominated by the United Socialism Party of Venezuela (PSUV) approved the appointment of Daniel Augusto Ramírez Herrera as public defender in charge. The appointment was supported by the entire House.

During the session on May 17, the ruling deputy Diverly Rodríguez made reference to the International Day Against Homophobia, Transphobia and Biphobia. During an information point, she recalled that it was in 1990 when the World Health Organization (WHO) excluded homosexuality from the list of mental illnesses.

“Although we are all born with equal rights, there are still discriminatory practices. Today we feel accompanied under the policies of this NA to be included. In the fourth Republic the community was always demonized, but the revolution invited us to be part of this process », he said.

From the opposition bloc, the approach made by Rodríguez was supported. The caucus of the Democratic Alliance celebrated the creation of a Prosecutor’s Office on the right of sexual diversity by the Public Ministry (MP). They called on the Chamber to have more empathy and include more issues related to sexual diversity on the agenda.

During the information points, deputy Ramón Lobo denounced the mayor of La Azulita in Mérida state María Villasmil for assuming positions outside the constitutional framework. She accused her of trying to take by force the facilities of the Azulita 107.3FM station at the end of the year and then on May 5, 2022 of trying to misappropriate a mixer. The case was referred to the commission that investigates acts of abuse and corruption of officials.

The plenary also approved the request made by deputy Francisco Torrealba to temporarily leave office. Torrealba was appointed on May 16 as Minister of Labor, succeeding José Ramón Rivero, who remained in office since May 3, 2021, after the departure of Eduardo Piñate.
