The tribute to the presidents of the green vote was carried out. The session was attended as guests by Matilde Rodríguez de Gutiérrez and Rafael Michelini with grandchildren of Elisa Delle Piane.
Also present were the relatives of Ester Gatti, Mariana Zaffaroni, Fernando Pereira, a delegation from the Pit-Cnt and Selva Andreoli. During the session, the following senators spoke: Kechichian, Dellaventura, Botana, Rubio, Domenech, Sandra Lazo and Mario Bergara.
It was indicated through a text that the exit from the dictatorship was not “certainly the product of a gift, a gift of providence. It was the result of a strategy laborious, consensual and brave political opposition to the regime, which built, together with the mobilized people, the essential guarantee and strength when it comes to negotiating the transfer of power, from the usurpers. That time that also, like today -as almost always-, we used to walk along different paths, oriented in a similar direction, and that we finally ended up walking together, on the street, there towards the Obelisk!».
Shortly after the institutional transit was restarted, «a new discourse began to settle in society, trying to counteract the reality of “State Terrorism”. “Practiced during the dictatorial regime. “State terrorism” that, it should be remembered, was even denounced, years before, by Ferreira Aldunate in international forums».
The conflict of jurisdictions filed by the Military Justice against the Civil Justice, and the inappropriate attitude of the Commander of the Army, Hugo Medina, by keeping in a chest the summonses from the Justice to members of the Armed Forces, among other incidents, greatly contributed to that atmosphere of instability.
Expiration Law
In December 1986, the Parliament voted the “Law of Expiry of the punitive claim of the State”. Known as the “Impunity Law”, there it is enshrined, in its article 1, that “the exercise of the punitive claim of the State with respect to crimes committed until March 1, 1985 by military and police officials has expired”.
