The management, control and inspection of assignment contracts of Union properties begins to be fully digitalized. The pilot project starts immediately in the states of Paraná and Santa Catarina.
In June, the platform developed by the Secretariat for Coordination and Governance of the Heritage of the Union (SPU) and the National Service for Data Processing (Serpro), SPUnet, should be extended to the entire country. The initiative is part of the Startup Gov.br program, which seeks to accelerate digital transformation in priority areas with multidisciplinary teams.
“By integrating databases and allowing advances in automated management, SPU takes great strides towards modernization in the management of destination contracts, ensuring diligence, data reliability, increased productivity and responsiveness and better public choices in decisions about use and management of the Union’s heritage”, explains the secretary of Coordination and Governance of the Union’s Heritage, Fabiana Rodopoulos.
The use of the SPUnet platform requires authentication of the public servers in Gov.br, with accounts of security levels Silver or Gold. (Understand the security levels of the Gov.br platform) At this moment, the project foresees the insertion of approximately 600 assignment contracts already existing in the platform, out of a total of 3.1 thousand. The new contracts will also be entered on SPUnet. Until now, these documents were managed physically and manually.
Phases
In this first stage, the improvement focuses on the digital transformation of management focused on assignment contracts. Also in May, there is a forecast for the implementation of a new panel in the SPU Data Analytics, in order to further facilitate the work of the servers that monitor and supervise the transfer processes.
At a later stage, scheduled for July, transferees of federal properties will already have the functionality available through an app that can be navigated on mobile devices. Through the application, assignees will be able to verify details of the contracts, generate documents for the Collection of Federal Taxes (Darfs) of debts, in addition to complying with other legal obligations relating to the assigned property.
The Gov.br platform currently has 4,900 federal government services, 75% of which are fully digitized. The goal defined in the Digital Government Strategy is the full digitization of services by the end of 2022.
