During the government of Evo Morales, at least 10 contracts were awarded to international and national companies without the requirement of the Single Registry of State Suppliers (RUPE). The amount of the awards is 1,434,507,582 Bolivians.
In 2019, when Luis Arce worked as Minister of Economy, he affirmed that this requirement was “mandatory”, in response to a request for a report made by then-senator Yerko Núñez.
“The RUPE certificate is the sole and official supplier registry of the Plurinational State of Bolivia, valid to participate in public contracts greater than 20,000 Bolivians, being mandatory for suppliers who participate in public contracts. (…) The presentation of the RUPE (…) must be requested for both national and international suppliers ”, explained the now president in the official document on the subject.

The details of the processes are published in the State Contracting System (Sicoes), which date from 2012 to 2016. The works were also awarded by direct contracting, two with turnkey and none of them has the requirement that requires the norm of the State.
“The former Minister of Economy (current President Luis Arce) generated economic damage to the State by allowing millionaire contracts without the presentation of the RUPE certificate, which is a mandatory requirement to contract with state entities,” Núñez denounced through his social networks, at the time of making the contracts public.
Contracts in detail
In 2015, the Imathia Construcción company took over the engineering and construction of a switchyard for the main railway line for the Úrea and Ammonia Plant for an amount of 66,630,093 Bolivians.
In 2012, ENDE Transmission was awarded the construction of foundations, assembly of the structure and laying of guard cable, conductors and OPGW for a value of 46,352,611 bolivianos.
In 2016, Ampelos Kohea Prolemex carried out the construction of the hospital facility for the third-level hospital in Montero. The cost of the work was 475,734,999 bolivianos.
In 2013, the Bolivian Strategic Construction and Civil Infrastructure Conservation Company built component three of the urban project at the headquarters of the Unasur Parliament for the amount of 119,996,444 Bolivians.
In 2015, BRN Internacional Industria y Comercio LTDA won the contract to acquire sugarcane harvesters, auto-dump hoppers, agricultural tractors and spare parts. The sum of the agreement was 32,722,901 Bolivians.

In 2014, Isotron SAU was awarded the engineering review, supply, construction, installation, assembly, testing and commissioning of a photovoltaic plant in the isolated Cobija system for 72,642,606 Bolivians.
In 2016, Wonil Eng Cosmo I&D Co LTDA was hired for the project of the production plant of pipes and accessories for natural gas networks in El Alto for 74,410,819 bolivianos.
In 2016, Compacto SRL took over the detailed engineering, procurement and construction of the permanent camp for the Ammonia and Úrea plant. The sum was 51,366,794 Bolivians.
In 2015, Mostajo Balderrama Boris Cristhian was awarded the construction of the Chimoré joint base for 51,450,208.
In 2015, Mercedes Benz Argentina and Toyota Argentina were awarded the contract for the delivery of 702 ambulances for the General Directorate of Health Service for 443,150,107 Bolivians.
