Lawyer Andrés Casati, argued for Radio Ñanduti that the dismissal of the former governor of Central Hugo Javier is “irregular” since “the legal budgets were not given because the councilors do not have the power to dismiss a governor,” he said. He also assured that house arrest is “totally contrary to the law.”
“Political power is installed in the judiciary to be able to orchestrate the removal of the governor from office since he has not obtained the necessary votes at the time of the intervention,” he sentenced.
Likewise, he stressed that as a lawyer he cannot ignore the irregularity of the governor’s dismissal, reiterating that the legal assumptions are not given, but from the beginning he indicated that he had an imminently political contingent, which has guided the course of this case.
“We have been maintaining that house arrest is totally contrary to the Law and to the principles of preventive detention. Being that it is based on an alleged flight risk that evidently the governor has not given any sign of said intention since the beginning of the process”, he pointed out.
Likewise, he explained that Hugo Javier presented a note to request the corresponding permission to attend the headquarters of the Government, but the judge rejected the measure, when he has done everything possible to continue fulfilling his functions.
On lowering the age of criminal responsibility for minors:
“I think it is time for a discussion table to be set up. It is time to touch the Penal Code. The 14-year-old is no longer the same as he was 20 years ago. The age of imputability must be lowered. Unfortunately, several serious events had to occur for us to sit down and discuss that possibility, ”he explained.
