Deputies modify diplomatic service law

The Chamber of Deputies approved with modifications the bill “On the diplomatic, consular, administrative and technical service of the Ministry of Foreign Affairs of the Republic of Paraguay”. The same came with the half sanction of the Senate.

It should be remembered that the bill had already been presented in November of last year. It was promoted by Lilian Samaniego and was highly publicized, since the document establishes that officials enter the Foreign Ministry through the political quota.

After the inauguration of Julio César Arriola, on May 4, the new chancellor began to work with the unions to prepare modifications.

Derlis Maidana, deputy for the ANR, maintained that the agreed project will be positive taking into account current internal injustices, in addition to collaborating for the balance in the composition of the qualifications board, which would be made up of the Chancellor; an ambassador official; the director of the Diplomatic and Consular Academy; the presidents of the Foreign Relations commissions, both of Deputies and of the Senate; and a professor from the National University of Asunción (UNA).

“On the subject of ambassadors, the current law is respected. Several subparagraphs coincide with the current law. We deny those who speak of an excessive presence of politicians. In consular designations, it may not exceed 20%. It is a modification to the current law and to the version submitted by the Senate; This detail was agreed upon. In addition, the administrative ladder is extended for a single time; will apply to permanent officials with at least three years of seniority. There is no creation of items, since they are already in the budget of the Ministry of Foreign Affairs”, he referred.

The Chamber of Deputies approved some modifications to the Paraguayan Electoral Code, in order to adapt the suspension of direct elections for the positions of “Mercosur Parliamentarians”.

This is the project “That modifies articles 170, 246, 247, 248 and 258 of Law No. 834/1996, which establishes the Paraguayan Electoral Code, and its amendments, laws 3,166/2007 and 6,318/2019”, already approved with modifications by the Chamber of Senators.

The decision of the deputies was to accept the modified version that was sent by the Senate, for which the document was sanctioned.

In essence, the document suppresses and eliminates from the Electoral Code, everything related to Parlasur, as of the year 2023. This taking into account that as of that year, members of Parlasur will no longer be elected, by popular vote, but rather, to representation, deputies and elected senators will be appointed.

Deputy Kattya González was the main promoter of the initiative. She affirmed that it is necessary to adjust our internal regulations, in such a way as to ensure compliance with the normative provision approved by the Legislative Power.

The project states that Paraguay was the first country to elect parliamentarians and that only in the last election did Argentina do so, not Brazil or Uruguay, whose representatives are parliamentary delegations appointed from within their respective national congresses, without this implying budgetary costs. additional.
