In a massive Assembly, El Alto declares an emergency due to the Census and limits

In a massive Assembly, the institutions and organizations of El Alto declared this Saturday an emergency due to the 2022 Population and Housing Census, the issue of limits, and also demanded from the national and departmental governments the resources generated by the collection of tolls.

The so-called meeting of the “Assembly of the Alteñidad” was held in the Villa Ingenio stadium and brought together thousands of Alteños from different social organizations, institutions, national and regional authorities. At the meeting, the Manifesto of the Alteñidad was approved, a seven-point document that includes everything from the request for items for health and education to the elaboration of a Municipal Organic Charter.

“This manifesto has seven points in which the political, economic, social issues and the Census are included, which concerns us, the people of El Alto. The different organizations of El Alto have worked constantly to be able to do this and to be able to unite and reach the same goal. So this is thanks to them and the Driving Committee will have to go to socialize the different determinations of this document”, said Mayor Eva Copa, after the conclusion of the event.

The first point approved indicates that all social organizations united with the Census Promotion Committee (CIC) will guarantee the presence and effective participation of all El Alto residents in the 2022 Population and Housing Census through social control, so that a greater budget is guaranteed for more works and development of the 14 districts.

“We are one of the most important cities in the country and we will seek to be the first city in population in Bolivia, consequently, all social organizations united and by mandate of our bases, headed by our Census Promotion Committee, we will guarantee the presence and effective participation of all Alteños in the 2022 Population and Housing Census (…)”, states the manifesto on the Census.

Likewise, they declare an emergency to defend their jurisdictional limit in accordance with Law 2337.

“All social organizations declare themselves in a state of emergency, to defend their jurisdictional limits that are demarcated, according to Law 2337, in accordance with the three phrases of territorial demarcation, for which we will take to the last consequences the restitution of the territory with the one that was born the city of El Alto”, establishes the third point.

In its final point, the people of El Alto approved that public companies located in the city contribute to development. Given the contribution of the private sector, legal, economic and commercial conditions will be required, so that they continue to invest in El Alto and generate employment.

The mayor pointed out that the economic issue is a fundamental part reflected in the document, since it is resolved to require the central and departmental government to allocate a percentage of the collection for the concept of tolls at the entrance to the city so that they go to the municipal coffers.

“We demand that the central and departmental governments immediately allocate a percentage of the collection for the concept of tolls to the entrance of our city, which enter the coffers of the Alteño municipality or, failing that, we will demand that the Municipal Government of El Alto create our own tolls”, warns in the approved manifesto.
