Deputies discuss this week in committee the reform of the rental law

The Chamber of Deputies will resume this Wednesday the discussion in committee of the different projects presented to reform the Rental Law that was sanctioned two years ago, in order to issue the respective opinions.

The president of the General Legislation Commission, Cecilia Moreau, announced that this legislative body will meet this Wednesday to listen to the authors of the projects and begin to analyze the dispatches promoted by the different groups.

Parliamentary sources from the ruling party pointed out that finally there could be three opinions, one proposed by deputies from the Front of All, another by Together for Change, and the third promoted by the right-wing caucus Avanza Libertad and the Ser bloc.

The central points to be discussed will be the term of the contracts and the updating system and incentives for owners to improve the supply of rental housing.

Although the objective of the meeting is the issuance of the dispatches, it is possible that if the debate is extended, the opinions will be signed by the legislators on Thursday or during the next week.

The law passed in 2020 at the request of the Cambiemos bloc extended the validity of the contracts from 2 to 3 years and set an annual value adjustment indicator based on an average of inflation and wages, which are now questioned by real estate agents and owners. and that are defended by the main tenant associations.

Gioja -in dialogue with Télam- said that “among those benefits we can mention that we introduced the possibility that the monotax tenant has the same consideration as the one who has a job in the formal market and can access surety insurance as a guarantee, what the current legislation does not foresee”.

He stressed that “among the incentives that we propose for owners, we can mention that leased and registered real estate will be exempt from personal property tax for each year and fiscal period in which the respective contracts were registered and/or with a current contract. “.

For its part, in Together for Change, the main opposition group, they seek to agree on a single project that takes as its axis the return to two-year contracts and an updating system agreed between the parties but with caps.

They also analyze whether tax incentives can be incorporated for owners who decide to rent their properties.

Opposition legislators from JXC Karina Banfi, Germana Figueroa Casas and Susana Laciar presented projects to repeal the law currently in force, which were later set aside by the opposition coalition

For their part, the legislators of Together for Change who presented projects were the deputies of Pro Álvaro González, Francisco Sánchez, Alberto Aseff, Federico Angelini and Héctor Stefani; Martin Tetaz Radical Evolution; of Federal Encounter, Emilio Monzó; and from the Civic Coalition, Marina Stilman and Marcela Campaginioli.

Legislators from Together for Rio Negro, Agustín Domingo, and Luis Di Giacomo also presented an initiative.

Opposition legislators from JXC Karina Banfi, Germana Figueroa Casas and Susana Laciar presented projects to repeal the law currently in force, which were later set aside by the opposition coalition.

In addition, the legislators of Avanza Libertad, José Luis Espert, presented repeal projects; and Carolina Píparo and Felipe Álvarez, from the Ser block.
