The Constitution and Regulation Commission congressional sent to the archive the proposal of the project of constitutional reform that sought a popular consultation via referendum in the 2022 regional and municipal elections for the establishment of a constituent Assembly draft a new constitution.
The members of the benches of People’s Force, People’s Renewal, Alliance for Progress Avanza Country Y People’s Action they opposed; while Peru Libre added that consultation via referendum should be a citizen’s right. In this way, the initiative of the Executive Power was rejected with 11 votes in favor and 6 against.
The decision of this ordinary commission aroused the reactions of congressmen from different political groups in Parliament. Although the opposition sector of the Government supports the shelving of the proposal; others linked to the Executive point out that he should have used a greater debate with experts when considering that the popular consultation is a citizen’s right.

Minister Sánchez: “It is a political and legal error to challenge the sovereign people”
The Minister of Foreign Trade and Tourism, Roberto Sánchez, referred to the decision of the Constitution Commission to send to the archives the bill promoted by the Executive Power to convene a constituent assembly in order to change the current political constitution.
“No constituted power can subjugate the constituent power that resides in the citizens. It is a political and legal error to challenge the sovereign people. Come on, People! We do not give up on democracy!” Sánchez wrote.
Félix Chero questioned Congress after filing PL for constituent assembly
The Minister of Justice, Félix Chero, spoke after the Constitution Commission decided to send to the archives the bill promoted by the Executive Branch to convene a constituent assembly in order to change the current political constitution.
“Filing a constitutional reform project that responds to the legitimate demands of the people shows that Congress legislates behind the backs of the citizenry. (…) We hope that there are new initiatives on the part of congressmen and civil society that promote a new political constitution, through a broad and responsible debate, that listens to all the voices of the country”, wrote the official in his official Twitter account.
