Deputy Jose Miguel Castro (RN) presented a project that seeks to stop the proliferation of street commerce, holding the communal authority responsible for the problem. The initiative modifies the Organic Constitutional Law of Municipalities, in order to classify as “notable abandonment of duties of the mayor”, the repeated omission of positive actions aimed at combating illegal itinerant commerce.
“It will also be considered that a notable abandonment of duties is configured when the mayor, repeatedly, has allowed the improper use of public space by illegal itinerant commerce and has not taken positive actions for its eradication,” says the initiative, which adds the subsection to article 60 of Law No. 18,695, Constitutional Organic of Municipalities
Deputy Castro assured that it is a priority to seek solutions now. “For two years, established entrepreneurs have not been able to recover from both the consequences of the social outbreak (and its wave of violence) and the pandemic (trade closures and restrictions). But not only that, they must also deal with the explosive increase in informal commerce that has taken over the streets of the cities of the region, “he said.
In that sense, he added that “we need to strengthen SMEs and those who pay their rights in order to work, and seek, on the other hand, opportunities for those who want to work in accordance with the law. It is the only way to maintain our local economy and give it up. a certain ‘dignity’ to those who seek to get ahead ”.
“That is why I presented this project so that once and for all mayors can be accused of abandoning their duties when they do nothing to eradicate street commerce, but quite the opposite; they keep it alive by becoming a bad and reprehensible practice to win campaign votes. Do not play with SMEs and the economy! less with the dignity of those looking for an opportunity! “, concluded the legislator.
