Government enacted the development law;  FAM celebrates and the Tomás Frías University mobilizes

Last week, the Government promulgated Law 1407 on Economic and Social Development 2021-2025, one of the regulations observed within the so-called “package of laws” that a civic bloc demands to be repealed.

However, the Federation of Municipal Associations (FAM) celebrates its entry into force. In return, teachers and students from the Tomás Frías Autonomous University (UATF) marched this Monday in rejection of the plan.

The rule came into effect last week, as verified in the Official Gazette.

After the regulation was approved by the Senate, municipal authorities and rectors of public universities denounced that the law violated autonomy. In that sense, they asked the Executive to stop its enactment and listen to their observations.

Government authorities held meetings with regional representatives and rectors of the higher education houses to explain the norm and rule out this type of affectation.

The executive director of the FAM, Rodrigo Puerta assured that the law does not affect subnational governments and welcomed the determination of the central level of the State to promulgate the norm.

He assured that the mayors will project their development in the medium term, through territorial plans for comprehensive development.

“Law 756 is exactly the same as 1407 and you can compare it. The only thing that changes is the name and the temporality. As of Law 756, the municipal governments took out their plans, so if there was no unconstitutionality at that time and the municipal governments have operated with competence, of course now there is no unconstitutionality either, “he explained in an interview with Digital Page Seven.

Puerta explained that as a federation of municipalities they will provide technical support to small municipalities to prepare their development plan. In addition, he said that the rejection of the regulation is based on an alleged misinformation.

However, on Monday morning, members of the Tomás Frías University staged marches in rejection of Law 1407 in downtown Potosí.

Last week, the Juan Misael Saracho University declared itself in emergency with permanent mobilizations and the Gabriel René Moreno Autonomous University is also closely following the process.
