The company Professional Cleaners filed a claim against the last report of the evaluation commission that analyzed the proposals received by the Panama Metro in the tender to hire the cleaning and cleaning service of all the infrastructure used for the operation of line 2.
At the end of March, the Metro ordered a new evaluation of the proposals, after the commissioners who reviewed the offers determined that none of the 6 proponents had met the minimum requirements requested in the specifications.
After carrying out the review ordered by the Metro, the members of the commission determined that only the Metropolis Hygiene Consortium, made up of Sicarelle Holdings and JPM Enterprises, achieved the merits for their proposal to pass to the technical evaluation phase, obtaining a score of 910 points, out of a total of one thousand possible points.
The commission awarded 310 points out of a possible 400 in the analysis of the offered price criterion. The consortium presented the highest offer, with 5.4 million dollars, although it is within the 20% onerosity established in the specifications. The Metro had set the reference price at 4.5 million dollars.
For the company Professional Cleaners, the second evaluation of the evaluation commission is wrong, since its offer of 4.2 million dollars did not go to the technical review phase due to an error made when presenting the proposal bond.
The claimant indicates that the error was corrected within the period estimated by the public contracting law to correct errors in the documents presented.
