The Chamber of Deputies concluded this Tuesday (19) the vote on the provisional measure that creates the Internet Brazil Program. The initiative provides free mobile broadband internet access to basic education students from the public school system of families enrolled in the Single Registry for Social Programs of the Federal Government (CadÚnico). The matter will go to the Senate.
According to the rapporteur of the substitute, deputy Sidney Leite (PSD-AM), the idea is to reach CadÚnico students also enrolled in schools of indigenous and quilombola communities and in non-profit special schools, which work exclusively in this modality.
Free internet access may be granted to more than one student per family. Chips, data packs or access devices will be distributed to students, mainly cell phones.

Sidney Leite’s substitute also included a “tortoiseshell” in the text, that is, a subject foreign to the MP’s original text. The section concerns the renewal of broadcasting licenses.
According to the text, the Ministry of Communications must recognize requests submitted after the deadline for the renewal of the concession or permission of broadcasting services, provided that they are forwarded or filed until the publication of the MP conversion law.
Fust
In this Tuesday’s session, parliamentarians approved the extension, from December 31, 2021 to December 31, 2023, of the deadline for states to use resources from the Fund for Universalization of Telecommunications Services (Fust) transferred by the Union in order to guarantee access to the internet to students and teachers of public schools.
Under current legislation, R$ 3.5 billion from the Union must be transferred to states, the Federal District and municipalities to invest in expanding internet access. The sources of funds for the program are Fust and the balance corresponding to unfulfilled goals of the general plans for universalization of the fixed telephone service.
