In the province of Trujillo, Moche districtgoverns the mayor Cesar Fernandez Bazan, who on several occasions has been the center of attention at the national level due to his bizarre actions during meetings with authorities. The very proud promoter of the ‘fertility huaco’ has caused controversy not only for its dramatic claimsbut also for invoking a well-known criminal gang that operates in the city of eternal spring, among other things.
On August 29, 2020, the mayor declared himself “in absentia” when the then president, Martin Vizcarradecreed focused quarantine in the La Libertad region (which involved the province of Trujillo and the district of Moche), in the midst of a state of emergency due to the COVID-19 pandemic.
“Moche declares himself in rebellion and rejects the quarantine, so everyone can work here, from Monday to Sunday, because Serenazgo and the respective administrations of the municipality are not going to close the door on anyone, as long as they comply with the protocols of respect for the citizen. ”, he stated.

A few days later, on August 31, he staged a balcony from the Moche District Municipality itself to continue his complaint about the targeted quarantine despite the fact that this type of activity was prohibited by the Government, since it could bring people together and expand the contagion of the virus. Thus, the policemen intervened the institution to force Fernández —who was waving a black flag— to cease his activity.
“This mask is for the virus, not to shut us up. I want this to be clear. Some government authorities are confusing that it is so that we do not express ourselves, it is false. We are going to celebrate the bicentenary next year locked up. There is nothing to celebrate here,” he maintained.
The following month, in September 2020 and still with several daily deaths from the coronavirus, Fernández Bazán sent a letter signed with his blood to then President Martín Vizcarra to demand the lifting of the quarantine.

“This is the letter for President Martín Vizcarra. This blood represents the people who should not have died because they were not given the pulse oximeter (…). It represents the death of 13 young people in the disco, it represents the raids on the houses of innocent families”, commented the mayor of Moche at that time.

On August 9, 2021, the mayor of Moche was involved in an altercation with police officers, when they were carrying out a control operation on a highway in the area. Part of this diligence was captured by the police and apparently Cesar Fernandez he verbally clashed with them and seems unwilling to follow orders.
Already at his home, the Mochero mayor made a live from his Facebook account to tell what happened, and made an invocation to a dangerous criminal gang called Los 80 to confront the police officers of his town.

César Fernández snubbed Pedro Castillo
The President of the Republic, Pedro Castillo, held a ceremony to recognize more than 500 mayors for good practices regarding a goal of the Ministry of Development and Social Inclusion (Midis), when suddenly the mayor of Moche, César Fernández Bazán, starred an incident. In this way, When he was awarded the prize, the liberteño mayor approached the head of state to return it, since he said that he was not there “to put on a show”.
“I give it back because I don’t want that, I want tracks and paths for my place. I don’t like those recognitions to me (…). I have returned the recognition because we do not come here to support anyone,” he said. in a video recorded by him when he returned the plaque to the president.
