President Jair Bolsonaro sanctioned the law that makes room for R$9.4 billion in the Social Security budget for the payment, this year, of the Brazil Aid. The measure relocates the balance of Bolsa Família, which was abolished and replaced by the government’s new social program. The resources are in favor of the Ministry of Citizenship.
The law was approved this Thursday (11) in the National Congress and just yesterday it was sanctioned and published in an extra edition of Official Diary of the Union (DOU). The benefit starts to be paid on the 17th, following the Bolsa Família schedule. About 17 million families will receive an average ticket of R$ 217.18.
But for good measure, the Provisional Measure nº 1.061/2021, which instituted the program, needs to be approved by Congress by December 7, 120 days after the issue of the device. The start of Auxílio Brasil payments also coincides with the end of emergency aid, launched last year to support vulnerable families during the pandemic and which had the last installment credited last month.
Multi-Year Plan
Also on Thursday, Bolsonaro sanctioned the law that amends the Pluriannual Plan (PPA) 2020-2023 to include the Brazil Aid Program. The measure was also published in extra edition of the DOU.
The objective of the new program, described in the PPA, is “to promote the reduction of poverty and extreme poverty and the emancipation of families through income transfer and the articulation of public policies, aiming at citizenship and overcoming social vulnerabilities”.
Additionally, the law also excludes the program related to the promotion of citizenship. In a note, the General Secretariat of the Presidency explained that the measure was adopted due to the change in the organizational structure of the federal public administration and the fact that the 2021 budget did not present resources to finance this program. “Currently, the Citizenship Promotion program is implemented within the scope of another finalistic program foreseen in the PPA”, says the note.
