The Executive declared a state of emergency in the National Road Network for 30 calendar days. Along these lines, the National Police of Peru (PNP) will maintain control of internal order, with the support of the Armed Forces.
According to Supreme Decree 035-2022-PCMpublished today in the newspaper El Peruano, during the state of emergency the constitutional rights related to freedom of transit in the national territory, freedom of assembly and personal freedom and security, included in subsections 11), 12) and 24 are suspended ) literal f) of article 2 of the Political Constitution of Peru.
The rule indicates that the intervention of the National Police of Peru and the Armed Forces It is carried out in accordance with the provisions of Legislative Decree 1186, Legislative Decree that regulates the use of force by the National Police of Peru, and in Legislative Decree 1095, Legislative Decree that establishes rules of employment and use of force by part of the Armed Forces in the national territory and its Regulations, approved by Supreme Decree 003-2020-DE, respectively.
The implementation of the actions provided for in this decree is financed from the institutional budget of the specifications involved, in accordance with current regulations.
As it is public, the carriers and agricultural workers carry out a strike that will last two weeks. This has caused blockades on various roads in the country.
