Those who have approached him at the presidential headquarters maintain that Shimabukuru alleges that President Castillo has summoned him for his knowledge of preventive intelligence, for maintaining direct links with the National Intelligence Directorate (DINI) and with the Congress of the Republic.
But Henry Shimabukuru is a civil engineer dedicated to the construction business and in 2016 the press revealed that he had been the person hired by the brothers Kenji, Sachi and Hiro to build an industrial warehouse in Villa El Salvador for US$300,000.
The job was for a company owned by the Fujimori brothers, which is part of an investigation for alleged money laundering.
Shimabukuru ended up denouncing that the Fujimori did not pay him.
Palacio sources point out that in the context of the political crisis generated by the social protests and the lack of expertise of the head of state in dealing with the situation, the presence of Henry Shimabukuro Guevara is more frequent.
Shimabukuro would be one of the shadow advisers who recommended President Castillo order social immobilization to prevent alleged looting in downtown Lima, based on intelligence reports from the DINI.

Photographs inside the Palace confirm that Henry Shimabukuro has been part of meetings with the head of state, in which state affairs were discussed. However, Shimabukuru does not appear in the registry of Sworn Declarations of public officials of the Comptroller General of the Republic.
Since he began his mandate, Pedro Castillo has been questioned about the appointment of officials and advisers in the Government Palace who do not have the profile indicated by current legal regulations. The presence of Henry Shimabukuro Guevara confirms that he would persist in the error.
