Senate Committee Approves Appointments to Regulatory Agencies

In a concentrated effort, the Federal Senate Infrastructure Commission approved on Tuesday afternoon (5) names nominated by the federal government to compose the board of four regulatory agencies: National Telecommunications Agency (Anatel), National Electric Energy Agency (Aneel ), National Mining Agency (ANM) and National Land Transport Agency (ANTT). To compose the Anatel board of directors, the senators of the commission approved the names Carlos Manuel Baigorri, nominated for the presidency, and Artur Coimbra de Oliveira, for Baigorri’s own vacancy as a titular member of the board. Baigorri’s name was unanimously approved, with 20 votes in favour. Oliveira received 18 votes in favor and two against.

During his hearing at the commission, Carlos Baigorri stated that Anatel has acted in order to foster competition and the emergence of new companies in the internet area. He highlighted that the forecast is that all Brazilian municipalities will have access to 5G internet by the year 2029. Baigorri said that he will work to integrate government actions in favor of public policies that seek to offer a quality connection.

In her opinion, Senator Daniella Ribeiro (PP-PB) highlighted that Baigorri built a career focused on the telecommunications sector, starting her career in May 2007 as a sector information analyst for the National Association of Cellular Operators (Acel), where she remained until December in 2009. He entered the public sector in 2009, after having approved, in the first place, the career of specialist in Regulation of Public Telecommunications Services at Anatel, being an effective servant of the regulatory agency.

Carlos Manuel Baigorri was born in the city of Saint Louis, in the state of Missouri, in the United States, and has Brazilian citizenship. He graduated in economic sciences from the University of Brasília (UnB), in 2006, and in politics and strategy from the Escola Superior de Guerra (ESG), in 2014. He obtained a master’s degree in economics from the Catholic University of Brasília (UCB), in 2009, and a doctorate in business economics from the same university, in 2014.

Artur Coimbra de Oliveira had his nomination reported by Senator Roberto Rocha (PTB-MA). If his name is approved in plenary, he can remain in the post until November 2024. Currently, Coimbra holds the position of Secretary of Telecommunications at the Ministry of Communications. He is 39 years old and holds a bachelor’s and master’s degree in law from UnB. He entered Anatel through a public contest in 2007.

The commission also approved Mauro Henrique Moreira Sousa for ANM director general. Roger Romão Cabral and Tasso Mendonça Junior had their names approved for the vacancies of directors of the same agency.

At Aneel, Sandoval de Araújo Feitosa Neto had his name approved for the position of general director. Finally, the Senate Infrastructure Committee approved the nominations of Luciano Lourenço da Silva and Robson Crepaldi as director and ombudsman of ANTT, respectively.
